Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D0887000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard.
The purpose of this position is to plan, organize, direct, monitor, control and coordinate the logistical services support operations of the Storage and Distribution Branch, Property Management Branch, Material Management Branch and Transportation Branch.
(1) Administers, plans, organizes, directs, monitors, controls and coordinates the logistical support of the Supply and Services Division, to include supply and storage management, property management, material management, transportation, and logistical automation.
(2) Advises the USP&FO on installation logistics and transportation status.
(3) Coordinates supply and inventory management actions, location surveys, additions and
deletions, transportation actions and documents, funding, and special purchases.
(4) Receives fiscal information from each subordinate function and other agencies to review
and submit budget requirements for the logistical portion of the state operating budget.
(5) Administers and analyzes operational trends for effectiveness and efficiency.

KEY REQUIREMENTS:
Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the United States Property and Fiscal Office. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.
MILITARY GRADE
Min: E8/MSG, CW2, O1/2LT
Max: E9/SGM, CW5, O5/LTC
MINIMUM REQUIREMENTS: Must possess experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
