Duties

Help

As a Lead Contracting Officer Representative Specialist you will be a principle advisor and technical expert to the Maternal and Child Health Bureau on all contracts matters.

Your major duties and responsibilities will include:

  • Leading a team of CORs that are responsible for one or more contracts simultaneously; coordinates, analyzes and evaluates MCHB initiated procurements to ensure that they are well written and are compliant with agency policies and procurement regulations.
  • Ensuring the team, Bureau and MCHB CORs comply with Office of Acquisitions Management and Policy (OAMP) procedures and government Regulations (e.g., the FAR) to effective management of contracts.
  • Performing as a COR on contracts of an administrative or technical nature and/or contractor support for the conduct of large studies, provision of technical assistance, development of recommendations, data analysis, and support on a wide variety of contract needs to support the Bureau mission.
  • Developing supporting documentation such as statements of work (SOWs), statement of objectives (SOOs), Performance Work Statements (PWSs), Quality Assurance surveillance Plan (QASP), funding information, schedules of deliverables, and other contract-related documents.
  • Independently reviewing and analyzing estimates, justifications and supporting material submitted by the program offices. Proposes edits and revisions to the material as necessary. Prepares summaries and reports on specific programs or activities and replies to inquiries made by Executive Officer and MCHB OOM Leadership.

QUALIFICATION REQUIREMENTS: To qualify for these positions, you must meet all of the following requirements by the closing date of this announcement.

1. Selective Factor: In order to meet the minimum qualification requirements, you must possess at least one of the following current certifications and provide the required documentation for verification of the current certification by the closing date of this announcement.

Possess a current and valid Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) OR Defense Acquisition Workforce Improvement Act (DAWIA) COR certification.

2. In addition to the above mandatory selective factor, in order to qualify for this position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to next lowest grade in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-14: In addition to the above selective factor, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to the GS-13 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

  • Serving as a subject matter expert in the interpretation and instructions on a wide range of procurement and policy regulations, including techniques of contracting operations and contracting requirements;
AND
  • Managing and overseeing contract-related supporting documents such as statements of work (SOW), statement of objectives (SOOs), Performance Work Statements (PWSs), etc. that detail the scope, require tasks, schedule of deliverables, etc. to ensure accuracy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.

ACQUISITION PLANNING - Develops and guides program management through a comprehensive plan for fulfilling acquisition needs in a timely manner and at a reasonable cost in accordance with Federal and Departmental regulations, policies and procedures.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for the individual by applying these values to daily behaviors.
