Duties

Help
  • Implement, through utilization of automated systems, such as Web-based applications, a program to provide internal placement support requiring special recruitment and placement activities.
  • Review recruitment and placement actions and provide guidance to managers on complex and/or sensitive issues, such as those that differ from past practices, involve highly visible or political situations.
  • Provide guideline interpretation and assistance; determine the degree of compliance with regulations and other employment program requirements.
  • Perform the full range of classification and position management-related duties for a complex multi-mission organization.
  • Provide a full range of external placement and recruitment duties for a large multi-mission organization which requires innovative and assertive recruitment strategies.
  • Provide managers, employees and job applicants with information and interpretations of the agency?s recruitment and placement; classification; wage administration; and position management procedures, practices, policies and guidelines.
  • Design and develop major organizational proposals that involve extensive analysis of a large, multi-mission, complex, or diverse organization.

Qualifications

In order to qualify for a Human Resources Specialist, GS-0201 at the GS-12 level, you must have: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Collaborating with Hiring Managers to recruit/find 'high-quality' applicants based on position critical requirements; Drafting/revising position descriptions by working with Hiring Managers using classification standards/regulations; Creating job analysis and employee assessments for the Delegated Examining (DE) OR Merit Promotion (MP) positions; Developing and posting vacancy announcements to recruit candidates; Performing final review of applicant eligibility and qualifications; Analyzing or developing organizational data using Human Resource Information Systems (HRIS).

In order to qualify for a Human Resources Specialist, GS-0201 at the GS-13 level, you must have: 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading all phases of the federal government hiring strategy (e.g., job analysis, assessment development, vacancy announcement, application review, and Certificate development) to find 'high-quality' applicants; Advising Hiring Mangers on unusual recruitment strategies; Presenting information session on HR related activities (e.g., hiring flexibilities, unique recruiting methods) to stakeholders; Serving as a quality reviewer and/or auditor for announcements, assessments, and Certificates of Eligibles; Analyzing organizational data using Human Resources Information Systems (HRIS) to ensure workforce structure is in compliance with Federal and/or agency rules and regulations.

  • This position is eligible for non-local remote work, a position designation where little to no onsite presence is required (e.g., once or twice annually). You may work anywhere in the U.S., including any of the territories. Worksites outside of the U.S. are prohibited.
