Help

The Duties of a Human Resource Specialist (Position Manager) includes, but is not limited to:

  • Creates, updates, and maintains information for all VA positions, whether incumbered or vacant.
  • Gathers and analyzes data for input into the appropriate modules of the automated system.
  • Uses evaluative and analytical techniques to identify, analyze, and resolve problems within the position management and staffing arena through use of information systems.
  • Maintains position management in HR Smart to ensure positions are not over allocated or miscoded.
  • Conducts periodic data cleanses to ensure accuracy and currency (i.e., auditing HR Smart positions against approved organizational strength).
  • Reviews reports monthly to ensure information populated in all appropriate HRIS systems is consistent and accurate across the board.
  • Advises HR staff and stakeholders regarding organizational Position Management and the efficient use of positions.
  • Identifies and reports unresolved data problems.
  • Verifies authorized Position Description (PD) numbers on organizational charts and performs position builds, as needed.
  • Communicates and coordinates across various HR programs to ensure actions are accurate.
  • Performs monthly FTE reconciliation to ensure accurate position allocations within previously authorized approval documents.
  • Executes recurring enterprise-wide data cleanse efforts, often with short suspense dates.
  • Serves as a SME for position changes involving organizational reorganizations and/or realignments; and monitors and updates vacancies for recruitment and strategic planning purposes.
  • Reviews approved organizational charts and ensures proper organizational alignment and approval is required.
  • Maintains extensive knowledge to research, process personnel actions.
  • Creates reports within the system while simultaneously correcting historical data.
  • Reviews initiated personnel actions for accuracy before creating or updating the action in the appropriate systems.
  • Reviews and updates employee personal/job information.
  • Answers requests for retroactive HR actions that require tracing position history.
  • Independently prioritizes and adjusts workload to ensure timely processing of transactions and/or documents.
  • Examines and processes position changes related to a variety of personnel action requests including but not limited to accessions, reassignments, and promotions.
  • Reviews all requests for accuracy and completion prior to entering any data into the system.
  • Routes errors to the appropriate staff when discrepancies are found, and provides information to assist in correcting the discrepancy.
  • Periodically audits position data in the various modules of the system.
  • Reviews a full range and variety of HR personnel actions, including those of a novel or unusual nature such as special appointments or detail actions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:GS-7

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description, PD#99998-A, Human Resources Specialist (Position Management), GS-0201-09. The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. At the GS-07 developmental level, the incumbent has knowledge of basic principles and practices of the HR specialization(s) sufficient to: perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; communicate factual and procedural information clearly, orally and in writing; and gather and analyze basic facts and draw conclusions. . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR
GS-9
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Knowledge of standardized rules, procedures, and operations or requirements to perform and coordinate a wide variety of interrelated HR work supporting one or more specialty (specifically pay setting/compensation, classification and/or staffing) or program areas sufficient to research and resolve recurring error problems, issues, or questions, as well as to plan, coordinate, develop facts and/or resolve support problems in one or more HR specialties.
  • Knowledge of the full range of position management principles, concepts, practices, and techniques sufficient to advise managers; and provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
  • Knowledge of the substantive functions of HRMACS customers. Positions typically include a requirement for skill in conducting recurring types of interviews to develop facts, analyzing readily understood technical subjects or kinds of work, and composing narrative reports or letters explaining routine and non-routine technical actions.
  • Ability to research, decide and determine the best approach when resolving complex HR Smart position management problems/issues, even when precedence has not been set.
  • Knowledge of and ability to extract and record data from various automated HRIS (e.g., HR Smart, Web HR).
  • Ability to record and extract data from automated personnel actions prior to routing to the appropriate Department or HR supervisor for further processing.
  • Ability to enter data, complete forms, detect errors and omissions, and identify required information on all types of personnel actions.
  • Proficiency in personal computers is required to prepare HR documents with complicated formatting, e.g., headers and footers; and to extract, revise, or sort information from files, records, or databases. Uses on line resources to obtain information over the internet as needed. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., if related. OR,
Combination for GS-7/9:
  • Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary. There are no special physical demands.
