Summary

These positions are located in the Pacific Northwest Region, Region 6 throughout Oregon and Washington and will be located at a designated Forest Service Office.

The incumbent serves as a landscape architect providing professional services in the areas of site planning and design, sustainable recreation, outdoor accessibility, and scenery management. Positions work independently on units, as well as in collaboration with other professions and landscape architects in the region.

  • Incorporates scenery and recreation perspectives and concerns in all resources management proposals and decisions by actively engaging in discussions with other resource specialists and leadership during assigned projects.
  • Provides professional landscape architectural input and analysis, integrating ecological, social, and cultural influences regarding aesthetics, scenery, and recreation for all levels of land management planning and environmental design.
  • Provides professional landscape architectural advice as part of implementation of various multiple use projects such as forestry, transportation, sustainable recreation, administrative sites, and special use authorizations.
  • Develops procedures and protocols and interprets scenery resource management program policy, such as identifying program needs, objectives, and goals when providing assistance on Forest plan development.
  • Serves as the recreation and scenery resource specialist on multidisciplinary teams for a variety of resource management activities such as recreation and viewshed planning, forest, and landscape restoration, and similar.
  • Ensures plans and design comply with agency laws, regulations, and policies related to National Environmental Policy Act, Forest Service outdoor accessibility standards and guidelines, as well as sustainable practices for the built environment.
  • Synthesize and integrate social, recreation, scenery, and natural resource information as part of site analysis, recreation plans, design narratives, and scenery reports.
  • Utilizes sketches and computer-assisted software to create preliminary reports, conceptual plans, and construction documents for a variety of outdoor recreation and related projects (trails, campgrounds, visitor centers, day use areas, etc.)
  • Manages and/or serves as lead on a variety of moderate to complex projects from environmental analysis, site planning, through design, contracting, construction, and post-construction as appropriate.
  • Works with engineering, recreation, and other natural resource staff to develop contract packages for recreation construction projects, prepare quantity and cost estimates, and monitor construction compliance.

Qualifications

Basic Requirement:
GS-0807:
Degree: landscape architecture or landscape design.

OR

Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as meeting one or more of the following: Participated in site survey, inventories, analysis, and design at conceptual, site and/or master plan level; Gathered, reviewed, analyzed data needed to synthesize and integrate recreation and other natural resource information; Communicated technical information and creative design through both hand and digital forms of graphic communication, including various computer-aided landscape architecture and visualization software, such as AutoCAD, SketchUp, ArcGIS or similar.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in landscape architecture and/or landscape design.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level) directly related to the position being filled.

For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as meeting one or more of the following: Provided technical information for landscape architecture, recreation planning and related resource project development, such as design narratives, site plans, construction documents, cost estimation and/or contract oversight: Participated in various scales of natural resource management and environmental planning and design independently or as part of an interdisciplinary team; Managed landscape architecture projects from site planning, through design, construction, and post-construction; Developed professional landscape architectural, scenery and outdoor recreation input and analysis as part of land management planning and environmental design.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled)
OR
An appropriate combination of specialized experience and graduate level education (only graduate education in excess of 36 semester hours may be used to qualify applicants for this grade level).

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as meeting two or more of the following: Implemented, developed and/or managed programs, policies and procedures related to landscape architecture, recreation planning, accessibility, or scenery resources management; Provided technical guidance both orally and in writing to internal and external audiences related to landscape architecture, scenery, and related projects, plans or programs; Evaluated and reviewed technical landscape architecture recommendations for resource management activities such as recreation planning, landscape or forest management, or viewship corridor.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
