  • Advises State and Program Directors and Assistant to the State and Program Directors concerning rural economic development community building strategies within the State.
  • Serves as the agency?s representative to state and partner groups, such as the Rural Development Council.
  • Monitors significant economic development matters which may impact rural places and Rural Development through research and liaison activities with federal, state, and local governments, non-profits, and other private sources.
  • Develops and implements tools for identifying policy issues; gathering and analyzing data; evaluating possible impacts; and, prioritizing issues, program policies, and legislative opportunities.
  • Develops and coordinates with program managers to promote Rural Development (RD) programs, with the ultimate aim of creating stronger rural communities; synchronizes efforts to support RD mission areas.
  • Works closely with public, private and philanthropic organizations to obtain their interest in and commitment to Rural Development.
  • Assists appropriate regional and national bodies in providing information. Performs special Rural Development projects.
  • Analyzes economic and cultural diversification factors within the state in order to identify underserved rural areas. Conducts and/or coordinates studies to identify policy and regulatory impediments to rural community economic development.
  • Establishes effective working relationships with all area community and economic development organizations.
  • Communicates to gather data, evaluate, and priority rank development issues, problems, and opportunities.
  • Supervises a subordinate staff.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14; or its non-Federal equivalent that demonstrates: Experience participating in the development of overall plans, policies and procedures as it relates to community development and regional strategic planning programs. Participating in the development of overall plans, policies and procedures as it relates to community development and regional strategic planning programs; establishing goals, objectives, and developing long range planning as it relates to present and future community development; ensuring the agency is in compliance with all applicable statutes and regulations; planning and assigning work to subordinates, developing performance standards, and conducting subordinate employee performance reviews; providing guidance and direction to staff relating to both work as well as administrative matters; and identifying methods to improve production and promote team building. There is no substitution of education for experience at the GS-15 level.
