Help

The Budget Analyst provides staff support to the Senior Budget Analyst, Associate Financial Officer, and Chief Financial Officer. The Budget Analyst performs a variety of budgetary and administrative functions in implementing the Medical Center's budgetary program, policies, and procedures.

Duties include but are not limited to:

  • Assist in the evaluation of data submitted by program officials for consistency with previous estimates, current levels of program operations and anticipated changes in staffing and/or funding levels. Revises data as necessary, for inclusion in the budget to VISN.
  • Reviews quarterly cost ceilings for allotments of funding from Control Point Officials (over 200 control points, with multiple appropriations) to assure accuracy, clarity and compliance with VHA policies.
  • Incumbent is responsible for independently downloading and analyzing fiscal data from a variety of sources (IFCAP, FMS, Austin, VSSC, ARC) in order to determine historical levels and seasonal trends. This analysis is integral in the budget execution process.
  • Incumbent independently prepares and maintains additional spreadsheets routinely used in a wide variety of Fiscal Applications. One such application is the monitoring of expenditures of yearly contracts along with personal service contracts. Incumbent assiduously scrutinizes contract obligations to ensure accurate and appropriate cost accounting. Quarterly conducts detailed Audit of Fee Appointments and Personal Service Contracts verifying backup documentation of workload completed.
  • Incumbent is a subject matter expert in the appropriate use of appropriations, cost center, budget object codes and fund control points. As such, the incumbent is responsible to make sure fund control points are in balance between IFCAP and FMS. Works with the accounting section to clear discrepancies.
  • Incumbent is the primary trainer of control point clerks and control point officials in accounting and budgetary use for fund control points. Independently provides feedback to control point officials and clerks and conducts follow-up guidance.
  • Assists the Senior Budget Analyst in performing an in-depth analysis of budget requests by employing techniques such as cost-benefit analysis, program trade­offs and exploring alternative methods of funding. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being spent on a timely basis and that funds are available and being properly and effectively used to support program objectives.
  • Prepares essential reports for VA Central Office (Quarterly Needs/Excess Reports for Trainees and State Homes). Completes the all other portion of the monthly Variance Report to the VISN. All reports are reviewed by Senior Budget Analyst.
  • Coordinates with Research to identify any potential areas of concern and makes recommendations on how to resolve out of line conditions with appropriate Research staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs a variety of budgetary and administrative functions in implementing budgetary programs, policies, and procedures; Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to instructions; Analysis of current and past costs in financial statements and reports; Identify, consider, and analyze the relationships between costs and scheduling of program activities and the amount in the timing of needed funding; Application of a range of standardized, budgetary regulations, practices and procedures typical of the formulation and execution phases of the annual budget process; Reviews and checks requests from allotment of funds from approved operating budgets to assure that funds are being spent for proper purposes in accordance with annual work plans and budget schedules; Relate expenditures (e.g. accounting, data processing, and contracting) as necessary to program accomplishments and identifies spending trends. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related or Ph.D. or equivalent doctoral degree. OR
  • Combination: Applicants may also combine education and experience to qualify at this level. Note: Only graduate education more than a bachelor's degree may be combined with experience to qualify.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly of sedentary nature. Some walking, stooping and bending is required. A stress related environment often caused by the many reports, budget deadlines, monthly, and quarterly requirements.

Work Environment: The work is normally performed in an office setting with no unusual risks or discomforts. The work area is properly heated, lighted, and ventilated. Duties may require routine periodic visits to all areas of the medical center. May require occasional travel to meetings or to other VA Medical Centers .
