As a AIRCRAFT MAINTENANCE MANAGER (TITLE 32), GS-1601-13, you will serve as the Senior Aircraft Maintenance Manager as the Aircraft Maintenance Squadron Commander with the assigned responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources.

Major Duties - This is NOT an all-inclusive list:

  • Direct unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies.
  • Through subordinate functional supervisors, direct and supervise staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.
  • Evaluate subordinate supervisors and review evaluations made by subordinate supervisors
  • Review serious disciplinary cases and problems involving subordinate employees and determines required action
  • Collaborate with the Group Commander and other base organizations to plan, develop and implement numerous long term plans to include: the Wing/Group Strategic Plan (mission, goals, values, objectives, etc.), Wing Commander's Inspection Program, the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, the Deployment Cycle Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, and base supplements.
  • Develop and constantly provide feedback on operational plans to NGB POCs and the Joint Staff
  • Conduct operational planning to provide for an adaptable, agile force able to respond to dynamic contingency and non-contingency worldwide events based on the assigned aircraft and mission sets.
  • Collaborate with the Group Commander and the HRO on major organization changes and changes based on manpower documents
  • Manage the resource protection program, which includes physical security, information security, and industrial and occupational safety and health.
  • Exercise continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community
  • Provide work force guidance on safety matters and ensure safe work practices are utilized.
  • Ensure that periodic inspections of work centers are performed and immediate action is taken to correct unsafe conditions.
  • Establish, review, and/or revise policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment.
  • Determine goals and objectives for the squadron.
  • Develop and execute the squadron Commander's Inspection Program (CCIP) assessing the organizations ability to execute the mission, manage resources, develop personnel and improve the unit.
  • Participate in decision making impacting aircraft availability, configuration, and capability to support these operations

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Position does not require the piloting or pilot instructing of military aircraft.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted - Minimum Rank of MAJ - Maximum rank of LT COL

GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-13 Level MUST possess at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments; experience using well established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc; experience in determination of resource needs, allocation of resources, and budgeting/funding needs; experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
