This position is located in the Joint Force Headquarters, United States Property and Fiscal Office (USPFO) Purchasing and Contracting, Wyoming Army National Guard. The primary purpose is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

Selectee will be responsible for Purchasing Agent duties.

KEY REQUIREMENTS:
Open to US Army, Army Reserves, and Army Nat'l Guard military members only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.

CONDITIONS OF EMPLOYMENT AND NOTES:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. It is the applicant's responsibility to contact the Wyoming Army National Guard Education Services Officer, (307) 772-5126 for more information regarding military enlistment, retention, and student loan repayment incentives.
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

1. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
2. May be required to work comp time or overtime and may be required to work hours outside the normal duty schedule.
3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
4. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
5. The incumbent must meet the continuing acquisition education, training, and experience requirements IAW DoDI 5000.66.
6. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the USPFO
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

MANDATORY EDUCATION REQUIREMENTS:
Minimum education requirement is a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

GENERAL EXPERIENCE:
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

GS-7 SPECIALIZED EXPERIENCE:
Must possess at least one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management.

GS-9 SPECIALIZED EXPERIENCE:
Must possess at least one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.

NOTE: Education, General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

CREDITING EXPERIENCE:
Acquisition experience is tracked in terms of months, with one month equaling at least 20 workdays. ARNG Man-Day (M-Day) will not receive a full month of credit for a weekend drill. During drill weekends, Army National Guard and Air National Guard military personnel will receive one day credit for each day of drill. Applicant's Certificate(s) of Release or Discharge from Active Duty (DD-214) or military orders may be used to receive credit for full time contracting experience if in an acquisition coded position. For ARNG applicants, HRO may use the Acquisition Career Record Brief (ACRB) to ascertain certification level.

CERTIFICATIONS:
Contracting certifications issued by Federal (non-DoD) organizations such as the Federal Acquisition Certification in Contracting (FAC-C) and certifications issued by the Department of Homeland Security, or the Coast Guard are not reciprocal with the Defense Acquisition Workforce Improvement Act (DAWIA) certification. However, the National Guard Bureau may consider these Federal, non-DoD certifications in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10, U.S.C. Completed DAU or equivalent coursework may be transferable and applied toward the functional or acquisition training standards for an acquisition workforce member's DAWIA contracting certification.

Applicants that qualify for the position based upon their contracting experience in the 1102 series as an employee in a non-DoD position will be given thirty-six months to achieve Level 1 DAWIA Foundational certification.

If in possession of DAWIA or other types of certifications, include with your application.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

DRIVER'S LICENSE:
Must possess a valid driver's license.

COMPETENCIES:
Knowledge of directly applicable statutory provisions, contract regulations, and procedures to be able to perform well-defined and procurement functions where precedent exists and to verify contractual documents for compliance and accuracy of terminology.

Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well-defined, and precedent exists.

Knowledge of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.

Knowledge of formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialized services, commodities, or construction.

Knowledge of contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well-defined, and precedent exists.

Knowledge of standard automated systems, non-standard systems, and Web postings that affect the organization's mission execution to review and evaluate of automated systems to determine their overall effectiveness and recommend changes to improve system performance.

Knowledge of report writing techniques to present information clearly, write procurement memoranda, and draft contract provisions and supporting documentation.
