Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serve as a Librarian for the ARL Technical Library providing professional Librarian services.

The pay band DJ-03 Cat 2 is equal to the former GS-11 step 1 through the GS-13 Step 10.

Duties

Help
  • Provide professional Librarian services at the Adelphi site of the ARL Technical Library, including, but not limited to:
  • reference and referral services, staff training on the use of digital resources, electronic resource maintenance and evaluation,
  • cataloging in all formats, including classified and unclassified technical reports,
  • collection development, interlibrary loan services, technical services, and physical maintenance of facility.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Librarian:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) performing the cataloging or classification of library materials; 2) maintaining online or printed resources using an integrated system or database; 3) monitoring or using bibliographic data to assist library users in locating materials; 4) researching specialized information sources of published and unpublished materials including a wide variety of electronic databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09/DJ-03).

Education: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
