Summary

This position is located on the staff of the Collections, Exhibitions and Programs Office (P) in the Division of Registration and Loans (PRL), which is responsible for maintaining records on all works of art in the collections or under the jurisdiction of the National Gallery of Art, as well as art movement, loan agreements, packing, shipping, and storage. The primary purpose of this position is to assist the Chief Registrar and perform a variety of administrative and technical duties.

The incumbent:

  • Uses Windows programs, Microsoft Word, Excel, Access, Power Point, Adobe design programs, and the Museum System (TMS).
  • Designs and produces spreadsheets for special projects, exhibition travel and production, private and federal budgets, and personnel actions. Schedules meetings.  Routes mail and directs incoming telephone queries to appropriate personnel.  Manages supply orders for PRL office.
  • As directed by the Chief Registrar, assembles the division’s annual budget requests. Incumbent is a capable user of Oracle, the Gallery’s online financial system for budget tracking and procurement, creation of requisitions, purchase card management and processing of invoices. Keeps abreast of modifications in both federal and trust procurement policies.
  • Tracks federal one-year, no-year, reimburseables, and private fund spending, including exhibition and TMS costs.
  • Coordinates purchasing for the division. Acts as departmental point of contact with vendors, Procurement and General Accounting offices; produces reports as requested.
  • Incumbent processes all PRL travel authorizations and reimbursements, working in ATERS system for approximately 60 trips per year, and acts as departmental point of contact with travel coordinator, travel agent, and accounting department.
  • Enters courier travel authorizations in Oracle for billing outgoing loan related travel, approximately 300 per year.
  • Serves as timekeeper for the division. Prepares overtime authorizations and enters data using WebTA for submission to Payroll Office. Assists others with WebTA as necessary.
  • Assists Loans Registrar with periodic courier training; updates and distributes information packets for trainees.
  • Monitors access to all art storage area keys.  Assures daily security of Registrar's storeroom.
  • Performs special projects at the request of the Chief Registrar.
  • Retrieves art information from databases or websites.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-301-9.

For this position, specialized experience is at least 1 year of general experience as a GS-7, providing key administrative support in the areas of budget coordination and tracking, purchase card management, managing the purchasing process for goods and services, travel authorization and voucher processing, document production and tracking, file management, timekeeping, handling visitors and fielding inquiries for a department within a major organization or institution.

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.

  • Analytical and evaluative ability and basic understanding of administrative concepts, principles and practices sufficient to perform independently such duties as designing and producing spreadsheets for special projects, exhibition travel and production and personnel actions;  managing supply orders for PRL office; tracking purchase card expenditures according to account, maintaining approved receipts file and reallocating expenditures online to the correct accounts; and administering and maintaining the National Gallery’s copyist program.

  • Knowledge of basic accounting principles and budgeting procedures and of the Gallery's federal and trust fund budgeting programs, as well as knowledge of the federal procurement process, basic contract procedures, and U.S. Government regulations regarding purchasing, leave, and timekeeping sufficient to assemble the division’s annual budget requests; knowledge and skill in the use Oracle, the Gallery’s online financial system for budget tracking and procurement, creation of requisitions, purchase card management and processing of invoices; and serve as timekeeper for the division.
  • Excellent command of English usage, grammar, and spelling sufficient to compose and type letters, memoranda, email messages, faxes, and forms as necessary and ensure good composition and appropriate style, as well as correct grammar, punctuation, and spelling.

  • Skill and proficiency in use of computer databases, spreadsheet software, and word processing.

  • Knowledge of specific software programs currently in use by the Division of Registration and Loans, including Microsoft Office programs Outlook, Word, Excel, and Power Point, and the ability to use The Museum System (TMS) online collection management database.
