Help
  • Formulate national policies, objectives, and standards.
  • Ensure program and technical directives are consistent with governing laws, regulations, and policy.
  • Advise on funds, budget, human capital and other resources required for program accomplishment.
  • Participate in interagency efforts to streamline partnership instruments that apply broadly across all land management agencies.
  • Serve as the Forest Service representative on interagency task forces relating to program areas assigned.
  • Represent the Forest Service at conferences and various public, interagency, and congressional meetings.
  • Prepare technical and policy papers, speeches, reports, testimony, and various types of correspondences.
  • Communicate with various members of the public, private firms, organizational leaders, Office of Management and Budget (OMB) staff and Congressional staff.
  • Present briefings/presentations related to assigned programs.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Basic Requirement:
GS-0401-14

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-14 : You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as the majority of the following:

  • Providing leadership in the management of cooperative forestry programs to engage landowners and communities to sustain and manage their working forests;
  • Developing durable partnerships to deliver forestry assistance through State and non-federal partners;
  • Formulating and managing the policies, objectives, standards, budget, and performance of financial and technical assistance programs at the State, region, or national scale to manage urban or rural forestry programs;
  • Working with government policy makers to resolve mutual natural resource problems using an integrated strategic approach.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
