Duties

Help
  • Perform research addressing the design and analysis of safe and economical structures including dams, levees, reservoirs, grade stabilization channels, and channels for the conveyance, storage, disposal, and measurement of runoff waters;
  • Collaborate and communicate with individuals including government officials, scientific and academic communities, and scientific organization on information pertaining to understanding, quantifying, and predicting erosion processes;
  • Collaborate and communicate to develop computational models, decision support tools, and cloud-based technologies for monitoring and inspecting?of water resources infrastructure;
  • Collect, analyze, and summarize technical information pertaining to erosion processes to develop and evaluate new and/or improved hydraulic and hydrologic models (e.g. physical or computational), cloud-based technologies, decision support tools;
  • Collect, analyze, and summarize technical information pertaining to erosion processes for the development and evaluation of new and/or best management practices standards, and design and analysis tools for conservation water resources infrastructure;
  • Prepare written work products based on research to be reviewed and/or published in professional articles, publications, and technical abstracts.

Qualifications

Specialized experience: In addition to meeting the basic requirements described later, applicants must also meet qualification or specialized experience requirements as stated below. Specialized experience is experience directly related to the position to be filled.

GS-12: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or possess a Ph.D. or equivalent doctoral degree or possess an equivalent combination of graduate level education and experience. Graduate education must be directly related to the work of the position and must have equipped applicants with the knowledge, skills, and abilities necessary to do the work. The specialized experience requirements for the GS-12 level of this position are:

  • Experience producing publications as the primary author or contributor that fill in gaps in an existing theory or framework related to soil erosion processes; geotechnical engineering; rock mechanics; water resources infrastructure including but not limited to dams, spillways, levees, channels, grade stabilization structures; computational and/or physical modeling; numerical modeling, climate change, flood routing; hydrology; sedimentation; or cloud-based technologies for monitoring, inspecting, and/or modeling open channel flow and water resources infrastructure;
  • Experience developing information or providing technical support to research projects;
  • Recognition through citation as a contributor to projects, or peer-reviewed publications and papers in the identified field of research;
  • Presenting information to professional societies in the area of specialization.
  • Developing instrumentation and/or methodology for field or laboratory use to evaluate the performance of soil, concrete, rock, vegetation; geosynthetics, articulated concrete blocks, and/or combination thereof;
  • Experience in performing physical and/or computational modeling; monitoring and inspecting water resources infrastructure; and/or setting up instrumentation and/or equipment including but not limited to gauge wells, stream gauges, magnetic flow meters, sensors, unmanned aerial systems, GPS survey equipment, and/or other cloud-based technologies for field and laboratory research as it relates to engineering principles (e.g. open channel hydraulics, fluid mechanics, geotechnical engineering, erosion mechanics, rock mechanics, reservoir engineering).
GS-13: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. The specialized experience requirements for the GS-13 level of this position are:
  • Producing publications as the primary author that are of interest and value to the field of research as it relates to soil erosion processes; geotechnical engineering; rock mechanics; water resources infrastructure including but not limited to dams, spillways, levees, channels, grade stabilization structures; computational and/or physical modeling; numerical modeling, climate change, flood routing; hydrology; sedimentation; or cloud-based technologies for monitoring, inspecting, and/or modeling open channel flow and water resources infrastructure;
  • Conceiving and formulating research ideas that support or produce studies by others;
  • Developing products in the identified field of research that solve important scientific problems;
  • Being invited to present information to professional societies on technical matters and practices in the area of specialization.
  • Developing instrumentation and/or methodology for field or laboratory use to evaluate the performance of soil, concrete, rock, vegetation; geosynthetics, articulated concrete blocks, and/or combination thereof;
  • Experience in performing physical and/or computational modeling; monitoring and inspecting water resources infrastructure; and/or setting up instrumentation and/or equipment including but not limited to gauge wells, stream gauges, magnetic flow meters, sensors, unmanned aerial systems, GPS survey equipment, and/or other cloud-based technologies for field and laboratory research as it relates to engineering principles (e.g. open channel hydraulics, fluid mechanics, geotechnical engineering, erosion mechanics, rock mechanics, reservoir engineering);
  • Experience in forming and maintaining collaborations with a variety of stakeholders from other federal state, or local agencies, academia, non-government organizations, industry partners, both domestic and/or international.
GS-14: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. The specialized experience requirements for the GS-14 level of this position are:
  • Producing publications as the primary author for those that impact the advancement of the field or are viewed as authoritative as it relates to soil erosion processes; geotechnical engineering; rock mechanics; water resources infrastructure including but not limited to dams, spillways, levees, channels, grade stabilization structures; computational and/or physical modeling; numerical modeling, climate change, flood routing; hydrology; sedimentation; or cloud-based technologies for monitoring, inspecting, and/or modeling open channel flow and water resources infrastructure;
  • Conceiving and formulating research ideas that advance the field of science or is used as a reference by other scientists;
  • Experience participating in Symposia that define the state of the discipline or introduce new areas in the field;
  • Experience in forming and maintaining collaborations with a variety of stakeholders from other federal state, or local agencies, academia, non-government organizations, industry partners, both domestic and/or international;
  • Experience managing a research program, including personnel, equipment and fiscal resources;
  • Experience supervising employees, to include setting performance standards, monitoring performance and guiding subordinates.
GS-15: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. The specialized experience requirements for the GS-15 level of this position are:
  • Experience in research and reputation serve as a recruiting tool to your organization;
  • Experience in research had led to national/international recognition as an authority and leader in the field;
  • Experience in research has led to awards, honors, or other recognition from major national and international organizations;
  • Experience in forming and maintaining collaborations with a variety of stakeholders from other federal state, or local agencies, academia, non-government organizations, industry partners, both domestic and/or international.
  • Experience managing a research program, including personnel, equipment and fiscal resources;
  • Experience supervising employees, to include setting performance standards, monitoring performance and guiding subordinates

Education

In addition to the specialized experience as outlined above, applicants must also meet minimum education requirements.

Minimum qualification requirements are found in the OPM Qualification Standards Operating Manual for General Schedule Positions.

Basic Requirements

Engineering (0810/0890) Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Hydrology(1315) Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels OR
Combination of education and experience -- course work as shown above, plus appropriate experience or additional education.
