Duties

Help

As a Lead Data Scientist, you will:

  • Lead the Data Analytics team's efforts conducting data science research and projects that make informed projections, data-driven decisions, and recommendations based on findings.
  • Drive analytic design/brainstorming sessions with investigators, auditors, and other data analytics professionals that incorporate advance modeling and technical methods to identify fraud, waste, and abuse.
  • Prepare, process, and transform structured and unstructured data and apply advanced scientific, mathematical, and statistical principals and theories to new and existing data sources using open source or proprietary programming languages. Apply data science methods and techniques including statistical analysis, modeling, machine learning, spatial analysis, and Natural Language Processing (NLP).
  • Build, manage, and automate complex data pipelines to support ongoing analytics that develop proactive leads. Engineer and deploy interactive dashboards and analytic tools for agency-wide use.
  • Ensure the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services; articulate and communicate to the team various assignments, projects, problems to be solved, actionable events, milestones, program issues under review, deadlines, and time frames for completion.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experiencefor this position includes:
  • Demonstrated experience applying advanced scientific, mathematical and statistical principles and techniques, to support investigations, audits and inspections; AND
  • Demonstrated experience conducting data analyses using software and/or programming languages such as R, Python, or SAS to explore/group data, test hypotheses, predict outcomes, and develop findings; AND
  • Demonstrated experience managing analytic studies and projects throughout all steps of the data life cycle including the development of research questions, acquisition of reliable data from appropriate sources, processing, transforming, and preparing data for analysis, producing statistical evidence, and communicating results through written reports and data visualizations; AND
  • Demonstrated experience drawing conclusions and producing technical/narrative reports based upon the results of data analyses that explain facts, observations, or other information.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements: To be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions in the federal government. These requirements are:

A) A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B) A combination of education and experience with courses equivalent to a major field of study (30 semester hours/45 quarter hours) as shown in paragraph A above, plus additional education or appropriate experience.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
