Summary

As an Asset Management Specialist (AMS) you're responsible for specific projects related to the management of GSA controlled real property inventory in the region. These projects usually involve specific studies related to the acquisition, renovation, alteration, occupancy, utilization & disposal of a variety of GSA controlled properties.

Duties

Help

  • Coordinates Real Property Decisions and Projects: Provides data for strategic decisions concerning various properties and conducts studies and surveys on both the short and long term, maximization of customer satisfaction, facility revenue/expense ratios and the preservation of public assets.  The AMS may be the member or support a Senior Asset Manager (SAM) who functions as a member of a Project Management Team for major construction, alteration, or lease projects. Helps ensure that the initial project scope and the decisions made during the life of the project return the best value for investment.
  • Promote Innovation in Asset Utilization and Operation:  Helps design and implement innovation (reinvention labs, policy changes, unique projects) for the utilization of GSA real property assets. Tracks performance of assigned assets and provides data for renegotiation of targets. 
  • Asset Performance Evaluation: Tracks performance of assigned assets throughout the course of the year, and provides data for the renegotiation of targets, as appropriate, when unusual or unanticipated situations dictate. The AMS participates on teams which perform onsite technical evaluations of asset performance when required. The AMS may independently, or with support from a SAM, identify benchmark properties.
  • Strategic Asset Planning: Provides data and analyses in support of Community Planning and Capital Project Development.
  • Asset Strategy Development: Assists higher level AM's in the development of real estate strategies for assigned assets under their control, performing market and resource analyses for long term outcomes.
  • Asset Value Preservation: Provides data for the Modernization Program/Major Repair and Alteration for assigned real estate assets and updates of interior infrastructure elements of buildings planned for long term retention.
  • Asset Financial Systems: Analyzes expense and revenue data to identify trends and inefficiencies in an asset’s measure of financial performance, or Funds from Operation (FFO).

The GS-11 salary range starts at $81,338 per year. 

The GS-12 salary range starts at $97,490 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  


For the GS-11:

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience providing assistance with applying concepts and principles of Real Property Management in order to analyze data and conditions related to real property assets and provide  recommendations to senior level asset managers.

Education may be substituted for the specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Equivalent combinations of education and experience is qualifying at this grade level.

For the GS-12: 

To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is experience independently applying concepts and principles of Real Property Management in order to analyze data and conditions related to real property assets and provide recommendations to senior-level asset managers. For the GS-12 level: There is no substitution of education at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.

  • Knowledge of Government Real Property Management. (Such as Property acquisition, operations, facility planning, financial analysis, property valuation).
  • Knowledge and experience must be comprehensive to provide the basis for recommending strategies or innovations outside known parameters as prescribed in existing regulations and processes.
  • Skill in financial analysis.
  • Knowledge and understanding of the Federal agency clients, their missions, needs and constraints and familiarity with commercial real estate industry business practices and principles is also needed in order to integrate private sector innovations.
  • Skill in financial management techniques.
  • Comprehensive understanding of environmental and other related laws, regulations, and policies as they apply to the management, renovation, construction, and leasing of real property.
  • Knowledge of the Federal agency clients, their missions, needs and constraints and familiarity with commercial real estate industry business practices and principles.
  • Analytical skill and an understanding of the broad spectrum of financial management techniques is required to effectively assist in the management of a multimillion dollar real estate portfolio.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
