Duties

This position is located in the 153d Airlift Wing (153 AW), Wyoming Air National Guard (ANG), Air National Guard Combat Communications Plans and Resources section of the 153d Communications Flight.

The primary purpose of the position is to serve as a technical advisor to local base information technology (IT) and communications users in the area of policy and plans as related to IT and communications systems. This involves planning, development, management, and enforcement of approved ANG and local information technology (IT) and communications architecture. Serves as the lead manager of IT and communications projects, acquisition and control of equipment and services at Flying Wing, tenants and geographically separated units if assigned. Sixty percent of the work performed involves Information Technology issues and systems with the remaining forty percent involving telecommunications specific issues and systems.

EMPLOYMENT CONDITIONS:
U.S. Citizenship Required.
Must obtain and maintain a SECRET security clearance.
This position is subject to provisions of the DoD Priority Placement Program.
Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
May be required to successfully complete a probationary period.

CONDITIONS OF EMPLOYMENT & NOTES:
1. Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties.
2. Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, and current AF directives.
3. Must be able to obtain and maintain the appropriate security clearance of the position.
4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the 153d Communications Flight.
Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees.

* Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army National Guard.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to a GS-09 with the particular competencies/knowledge, skills, and abilities to successfully perform the duties as an IT Specialist (PLCYPLN) as it relates to Information Assurance Management Level I (IAM-I) typically gained in the IT field or through the performance of work where the primary concern is IT. Possess analytical and evaluative experience associated with telecommunications and computer networks with primary knowledge requirements of the transmission of information in voice, data, and/or video formats, information processing methodology, computer and network server capabilities, processing techniques and information security techniques.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Perform feasibility studies, perform cost analysis review, develop investment plans, and recommend a best course of action along with suitable alternatives.

Review and consult on IT and communications related contracts and to serve as a technical representative on IT and communications systems and service contracts.

Knowledge of the DoD and Air Force budgetary system/legal requirements and how they apply to planning and programming of communications systems.


ASSURANCE CERTIFICATION REQUIREMENTS:

DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C4.2.3. IA Management Level I (IAM-I) Training Requirements

  • Within 6 months of assignment of IA duties all military and government civilian IAM personnel must achieve IA Baseline Certification unless a waiver is granted.
  • An individual needs to obtain and maintain only one of the "approved certifications" for IAM-I to meet the minimum requirement. Failure to obtain or maintain certification will be reassigned to other duties.
    • CAP = Certification Authorization Professional
    • CND = Certified Network Defender
    • CLOUD+
    • GSLC = Global Information Assurance Certification Security Leadership Certification
    • Security+ CE = Security+ Continuing Education
  • Include a copy of certification if previously completed with application.
  • New hires' qualification periods begin the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions).
  • Personnel in IAM positions that also perform IAT functions must also obtain the appropriate technical level certification and complete the other IA Technical level requirements prior to being granted unsupervised privileged access.
  • Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
