This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a land surveyor responsible for all types of field surveys to include: geodetic, topographic, hydrographic, subsurface, photogrammetric control, alignments, grades, and construction layout. This position is located in Pittsburgh, PA.

Help
  • Responsible for coordination, scheduling, and directing of field and office survey operations.
  • Establish accuracy requirements for performing field surveys and sets applicable procedures and standards to meet project requirements.
  • Collect all available evidence concerning properties to be surveyed and performs duties in connection with boundary delineation and monumentation programs.
  • Accomplish a wide variety of office computations required for the reduction, processing, management, and storage of field survey data.
  • Provide technical surveying interface between field surveying, mapping, and current or planned new technologies.
  • Conduct site visits as necessary to determine the scope and extent of the project.

  • This position requires a valid State motor vehicle operator's license prior to appointment and the ability to maintain the license for the duration of employment.

  • This position requires you to be able to occasional lift and carry at least 50 pounds.
  • Registration as a licensed Professional Land Surveyor is required at the GS-12 grade level only.
  • Promotion to the GS-12 requires 52 weeks at the GS-11 AND the Professional Land Surveyor License (PLS).

In order to qualify, you must meet the basic education and specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-07 Specialized Experience:
One year of specialized experience which includes - providing support with conducting field surveys such as geodetic, topographic, or boundary; utilizing computer applications for processing GPS survey data; providing support in coordinating the requirements for surveying by utilizing mapping, CADD, GIS, or GPS. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-09 Specialized Experience:
One year of specialized experience which includes - conducting field surveys such as geodetic, topographic, or boundary; applying the application of CADD or GIS technology in the preparation of survey deliverables; utilizing or processing of terrestrial LiDAR data; providing support in performing surveys in accordance with laws and regulations; providing support in planning, scheduling, and directing various stages of a survey; processing survey data inside a CADD or survey software environment including terrain modeling or map preparation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages

One year of specialized experience which includes - leading field surveys such as geodetic, topographic, or boundary; providing support with conducting field surveys utilizing terrestrial LiDAR units and the processing of terrestrial LiDAR datasets; conducting site visits to determine scope of project; conducting surveys in accordance with laws and regulations; developing and maintaining standard operating procedures; serving as liaison between customers and projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience:
One year of specialized experience which includes - working independently by selecting appropriate methods and procedures for the execution of survey tasks; advising survey personnel on all aspects of engineering, construction, and real estate surveys; relied upon for applying sound judgment in complex work assignments; assuring the standardization of survey methods and procedures, including QA review of all in-house and contractor delivered data; leading field surveys such as geodetic, topographic, or boundary; maintaining a Professional Land Surveyor license. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). - Registration as a licensed Professional Land Surveyor is required at the GS-12 grade level only you must upload a copy of your registration in your application package.
