Summary

As a Smart Buildings Senior Specialist, you will be responsible for planning, implementing, & managing the regional SB Program, formulating program budget, objectives & tasks; performing program planning; making strategic & technical decisions, modifying short & long-term plans, handling complex projects.

Location of position:  Public Buildings Service, San Francisco, Los Angeles, OR San Diego, CA.

Duties

Help

  • Oversees the implementation of new building technologies; including Building Automation Systems (BAS) used in the construction, modernization, and reprogramming of existing systems throughout the region.
  • Reviews new construction plans, project specifications and network diagrams to ensure building system design specifications are in conformance with national Smart and Sustainable Buildings (SSB) policy and IT requirements.
  • Plans, organizes, and implements a variety of SSB projects.
  • Collaborates with regional project leads and Information Technology (IT) Specialists to ensure compliance with agency-wide SSB policies, procedures and performance measures.
  • Monitors monthly region-wide and individual building energy usage to ensure usage reduction goals are on target with program objectives.

The GS-13 salary range starts at $115,928 per year per year for San Francisco, CA; $108,513 for Los Angeles, CA; $106,287 for San Diego, CA. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is technical experience in the development, installation, application, analysis, technical support and use of building analytic programs, Building Automation Systems (BAS) and advanced metering systems. Applicants must have experience in translating building analytic programs, BAS and advanced meter system data and protocols into project specific strategies and implementation including design, installation, commissioning, training and ongoing use to maximize benefits. This experience must also include addressing issues and providing solutions to senior management regarding such systems and programs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of building systems including not only advanced BAS, but also HVAC, lighting, and other systems.
  • Working knowledge of construction blueprints and IT architectural renderings, including riser diagrams.
  • Knowledge of and skill in applying project management principles and techniques including developing plans and schedules, estimating resource requirements, etc. to successfully coordinate with formal and informal work teams.
  • Knowledge of IT systems, remote access technology and networks used to install, configure, integrate and manage building systems including; network architecture, topology, data formats, and communication protocols necessary for continuity of operations.
  • Mastery of advanced concepts, principles, and practices related to buildings management, operations and maintenance, along with repair and alteration for federally-owned and lease buildings used to evaluate the effectiveness and efficiency of building operations methods and procedures.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
