Duties

Help
  • Assists with maintaining current intelligence on survey statistics and survey methods for collecting and producing high-quality data pertinent to supporting the needed research by external and internal users.
  • Participates in leading Agency efforts with regard to the National Household Food Acquisition and Purchase Survey (FoodAPS) and its successor efforts to collect data on household food acquisition patterns and determinants.
  • Improves methods used in collecting and estimating high-quality data that support the most important current food policy questions facing the nation.
  • Implements a research and analysis program focused on data development and dissemination of household food acquisition and purchase behaviors across various income classes and food assistance program participation.
  • Upholds the OMB directives and best practices, as reflected in ERS' Data Review Policy, to make both restricted and public-use data and documentation available to authorized users and the general public, respectively.
  • Effectively collaborates and communicates with the FoodAPS Management Team at ERS and with stakeholders within and outside USDA in determining data needs and in data collection and analysis.
  • Assists with managing all aspects of disseminating the restricted and public-use data, meeting the Agency policy and OMB requirements on the best practices of influential data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience: courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

GS-13

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience producing peer-review publications as the primary author in the field of survey statistics; utilizing products in the identified field of research that solve important scientific problems; and presenting information to professional societies on technical matters and practices in the field of survey statistics.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience producing peer-review publications on survey methods and statistical techniques as the primary author utilizing and identifying appropriate survey methods that solve important data collection challenges; and presenting information and serving on committees and review panels of technical groups and professional organizations.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conceiving, formulating research, and producing peer-review publications as the primary author of important papers that advance the field of survey statistics. Actively participates in professional meetings by presenting his or her work. Serves on committees and review panels of technical groups and professional organizations and as a recognized expert in the scientific community; and participates in symposia that define the state of the discipline or introduces new areas in the field.
