Summary

This is a trainee position. Help

At the entry level, trainee will receive training to perform the following duties under the guidance of the supervisor or higher graded specialist.

  • Provides position management and classification advisory services on routine matters to managers and employees of assigned organizations.
  • Provides advisory services on recruitment and placement actions.
  • Processes incoming automated requests for personnel action requests for general schedule and wage system positions.
  • After selections are made for vacant positions, verifies employment eligibility and adjudicates veteran's preference.
  • Prepares in-processing packets and advises individuals of the requirement to complete paperwork in advance of the EOD date.
  • Briefs employees, explains benefit options and insures completion of the official forms or documents required by the employee.

As this position will be reporting to the Youth Treatment Center, in Davis, CA; the position is considered as a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles, Mumps and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-5: Three years of general experience, one year of which was equivalent to at least GS-4 or equivalent, example of experience may be, analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

GS-7: Ability to apply specific rules, regulations or procedures and typically comprises a complete segment of a Human Resources assignments. Ability to use judgment in selecting and applying the most appropriate guidelines by researching and gathering relevant information. Apply wide range of office automation software such as Word and Excel to procedure a wide variety of documents and reports; and/or PowerPoint to prepare presentations.

Pathway Recent Graduate Eligibility Requirements:
Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.

Pathways Participant Agreement: Upon placement, Recent Graduate is required to sign the Pathways Program Participant Agreement which outlines program requirements and non-competitive conversion eligibility.

Pathway Conversions: Subject to any OPM-imposed conversion limitations, agencies have the discretion to non-competitively convert any Pathways participant who has met Program requirements to a term or permanent position in the competitive service provided that this option was clearly stated in the Pathways JOA. A Pathways participant who is non-competitively converted to term appointment in the competitive service may be subsequently converted to a permanent position in the competitive service at any time before that term appointment expires.

Education

GS-5: 4-year course of study leading to a bachelor's degree.

GS-7: one full year of graduate level education or superior academic achievement.

Superior Academic Achievement:
If claiming eligibility for Superior Academic Achievement, candidates must provide copies of transcripts (official or unofficial) must be included at the time of initial application. If unable to obtain transcripts, candidates must provide sufficient evidence to validate courses completed and credit hours earned. Eligibility is based on one of the following:

  1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision and based on completed courses.
  2. Grade-point average (G.P.A.) - Applicants must have a G.P.A. of: a.) 3.0 or higher out of a possible 4.0 (''B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed here Association of College Honor Societies. Official transcripts may be required after tentative selection and prior to issuing an official job offer.

This is a shared position between the California Area Office, Sacramento, CA and Sacred Oaks Healing Center, Davis, CA; therefore, duty station may be in Sacramento or Davis, CA.

As a trainee position, the position is only being filled at the GS-5/7 level; with promotion potential to the GS-9/11 grade level. Promotion to the next grade level is not automatic; promotion is at management's discretion based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
