Summary
The Navy Region Northwest (NRNW) Fleet & Family Readiness Program Non-Appropriated Fund (NAF) Human Resource Manager position is located at Keyport, Washington, providing oversight support to NAF Human Resources recruitment, selection, indoctrination, payroll, labor/employee relations and NAF personnel security for a total workforce of approximately 950 employees.
Directs large and diverse Human Resources Program supporting a multitude of activities, facilities, programs, services and events at three major Navy installations and 12 geographic locations within the Northwest Region. This position supervises a consolidated HR office consisting of one NF-4 Human Resource Specialist, five HR Assistants, a Payroll Technician, a Management Specialist and a Personnel Security Assistant.
Ensures compliance with all NAF personnel policy guidance, providing comprehensive human resource services for a diverse employee population. Responsibilities also include: Staffing, position classification, compensation review and planning, and employee relations including Equal Employment Opportunity (EEO). Administers the delivery of benefit programs and services for employees including: 401(k), retirement, health and life insurance, disability, worker's compensation and unemployment.
Responsible for the protection of the command, its funds and employees regarding claims arising from employment actions, including wrongful discharge, non-selection and grievances regarding working conditions or safety. Maintains and ensures efficiencies of major employee information systems for employee files, timekeeping, payroll and manpower. Serves as liaison to the region Human Resource Office (HRO) for program APF employees and initiates and tracks progress of all APF actions. Advises and provides guidance to Region N9/Program Directors/Installation Managers on human resource matters and may act on their behalf for HR related issues.

Qualifications
Required knowledge and demonstrated experience/skills: Extensive knowledge of N9 organization operations and an ability to manage a diverse level and type of HR issues; ability to develop and present complex concepts and plans and to influence high-level decisions relative to N9 Human Resource services; knowledge of benefit and payroll procedures and the ability to analyze activities and trends with a comprehensive understanding of major human resources information systems such as SAP, KRONOS, Total Workforce Management System (TWMS), other automated records and control systems, and record disposal processes; knowledge of EEO, Merit System Principles, safety and security policies. Must have excellent verbal, written and presentation skills. Requires a high degree of demonstrated HR knowledge and experience, superb leadership and communication skills. Requires a four-year degree in human resources administration or related field, or a minimum of 5 years of specialized experience may be substituted for the degree. Must be able to obtain and maintain a secret security clearance eligibility, and must submit the Confidential Statement of Affiliation and Financial Interests, annually.
