You will serve as a SUPERVISORY CONTRACT OFFICER in the COMPTROLLER DEPT CODE 800 AND CONTRACTING DIVISION C840 of TRIREFFAC KINGS BAY.

THIS IS A DIRECT HIRE ANNOUNCEMENT. This announcement uses the Direct Hire Authority Domestic Def Industrial Base Facilities & Major Range/Test Facilities Base in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

Help
  • You will review contracting actions for conformity to existing statutes, regulations, policies and procedures.
  • You will provide training to Contract Specialists and Purchasing Agents.
  • You will serve as the primary point of contact for all contracting customers of their respective branch and maintain smooth and open communication on a recurring basis.
  • You will assign work to subordinate members of their team based on priorities and consideration of the difficulty and workload of team members.
  • You will prepare contract documents (solicitations documents/justifications, acquisition plans, selection panels, final contract specifications, recommendations for pre-award reasons for decisions) to justify contractual costs/negotiation decisions.
  • You will assess contracts to negotiate delivery schedules, price adjustments, payment terms and other modifications to the original contract terms and conditions.
  • You will direct contract post-award administration actions, such as issuing modifications, incorporating changes, exercising options, investigating/resolving contractor delays, contractor performance appraisals, and similar matters

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Using contracting methods and contract types relating to the performance of preaward, postaward, and/or contract price/cost analysis functions when the contract actions are well defined and well precedented.
  • Performing tasks using knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of preaward and/or postaward procurement actions, such as proposals for production equipment subject to design change or changes in the manufacturing process, or proposals projecting changes in labor and material costs or technology.
  • Experience in contract administration and termination techniques to administer and close out contracts.
  • Developing and implementing training courses for junior level contractors.
  • Utilizing knowledge of procurement statutes, executive orders, Federal, departmental or agency, and local contract laws, regulations, contracting principles, performance and technical requirements, contract types, required clauses, and special provisions to carry out procurement actions over products, equipment, and services.
In addition to meeting the basic educational requirement as well as the requirements in the table above, applicants must have:

1) Have at least ONE year of experience in a contracting position; and

2) Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.

Education

Applicants MUST meet the following positive BASIC EDUCATION QUALIFICATION REQUIREMENTS of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees, that includes or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
