Help

The Program Specialist (Executive Assistant/Secretary) reports directly to the Chief Medical Officer (CMO) and performs a variety of administrative and clerical functions. The position is responsible for the smooth flow of communication, time, commitments, and special projects coming into the Chief Medical Officer (CMO) and Chief Nursing Officer (CNO).

The major duties of the position include:

  • Reviews incoming documents for disposition and responds to requests for information via the appropriate oral, printed or electronic mail response.
  • Proofreads and edits all correspondence in accordance with VA policies and grammatical standards before they are given to the CMO, CNO, or Service-Line Director for signature.
  • Screens telephone calls and mail for items of significance and organizes correspondence priorities for VISN staff according to sensitivity and importance of subject matter.
  • Exercises full control over the CMO/CNO's appointments and travel requirements, which include field facilities visits, trips to VA Central Office (VACO), one on one discussions, and various other meetings.
  • Develops and maintains effective office systems, procedures, and communications making necessary changes to ensure efficiency of the CMO/CNO's office.
  • Arranges for various meetings and conferences for Network staff, including preparing and distributing materials, room, and meal arrangements, and notifying participants.
  • Performs timekeeper functions for the CMO's staff.
  • Tracks employee travel, authorized absence, sick leave, annual leave, time compensated, employee travel compensation time, medical back-up documentation, and time-card corrections.
  • Navigates a complex system of internal administrative procedures within the VISN. Institutes a customer-focused environment, making process improvements as necessary.
  • Manages customer service phone calls from Veterans to address or process their concerns.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews incoming documents for disposition and responds to requests for information via the appropriate oral, printed, or electronic mail response; manages information for other staff in a timekeeping system; executes responsibilities as a purchase card holder within compliance of acquisition regulations; proofreads and edits all outgoing correspondence in accordance with VA policies and grammatical standards before they are given to a supervisor for signature; screens incoming electronic messages, telephone calls and mail for items of significance and organizes priorities for higher level staff according to sensitivity and importance of subject matter. OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and related graduate education that would equal at least 100% of the requirements indicated above. (To find out your total percentage, determine separate percentages for education and experience and add the two percentages.)
Preferred Qualifications:
Experience with executive correspondence and communications, time keeping, office systems, managing & processing travel requests, official file management, meeting minutes, tracking actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed in an office setting. Work is primarily sedentary. Some walking, standing, bending, and carrying light office items is required. Travel may be required to attend various meetings for the Veterans Integrates Services Network (VISN).

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
