This position is established as the State Sexual Assault Prevention and Response Officer.
All on-board federal employees/technicians within the Virgin Island for which you are applying (Title 32 and Title 5, Permanent and Excepted Indefinite).
As a SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICER, GS-0101-13, you will:
Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Serves as State Sexual Assault Prevention and Response Officer to comply with Department of Defense and National Guard Bureau requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutants General (TAG).
Engages with stakeholders to establish and implement a communication strategy at the State, expanding awareness and secondary prevention of sexual harassment, sexual assault, and intimate partner violence.
Serves as the focal point of communication and consolidation of data within the State and between the State and NGB SAPR for relevant health of the force information, data calls, requests, trend reporting, policy issues, and working group participation. Reviews issues, concerns, and formal complaints from the SARCs and VAs for possible forwarding to NGB.
Provides mentorship and professional development for BDE and Wing SARCs. Advises and aides in program implementation, response procedures, and case management of Brigade/Troop SARCs, Wing/Squadron SARCs, to include Alt SARCs and VAs.
Serves as the Co-Chair to coordinate attendance and participation of stakeholders at the monthly and quarterly state Case Management Group meetings ensuring TAG is aware of victim care and support being provided, investigative case status, and any issues/barriers encountered. Confirms with TAG that accurate Case Management Group minutes are documented in DSAID.
Completes training and obtains system access for funds management and execution IAW applicable fiscal and budgetary guidance. Reviews Brigade and Wing SARCs spend plans, programs, guidelines, and validates budget utilization to address sexual assault prevention and response across the state.
Provides budget execution and spend plans to NGB J1-SAPR. Assesses the states' need for the establishment and/or modification of processes, procedures, contacts, and training necessary to implement the Brigade and Wing programs and achieve DOD and NGB objectives. Assessments include consideration of complicating factors at the Brigade and Wing to confirm efficacy of processes, procedures, and training.
Works collaboratively with relevant stakeholders to include, but not limited to, Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts, Director of Psychological Health/Behavioral Health Officer, Family Readiness Program Manager, State Equal Employment Manager, Brigade/Troop SARCs, Wings/Squadron SARCs, to include Alt SARCs and Victim Advocates (VAs) for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.
TAG's principal advisor responsible for understanding, implementing, and communicating DOD and NGB policies and guidance. Reviews Sexual Assault policies and programs to identify barriers, if any, and advises TAG relative to their impact on National Guard policy to overcome high-risk areas and potential offender behaviors.
Serves as TAG's consultant and representative involving all sexual assault issues on committees, working groups, conferences, and various state or community groups/meetings. Has direct and unimpeded access to TAG for the purpose of these responsibilities. IAW NGB SAPR Division instructions informs and presents TAG with Brigade/Troop and Wing/Squadron health of the force data by identifying issues, status of program, areas needing improvement, case management, overall State climate to include Brigades and Wings and other appropriate information.
Serves as the state representative to the Regional SAPR Advisory Committee (SAPRAC) to include attendance at related training courses, conferences, and meetings. Validates that a network of both military and civilian providers is established to sustain availability of a desirable standard of care and offers assistance with completion of Memorandums of Understanding to formalize these partnerships as appropriate and applicable.
Working relationships that directly affect support provided to victims may include but are not necessarily limited to: Special Victim Council, Chaplains, Director of Psychological Health, Behavioral Health Officer, Surgeon General's Office, Provost Marshall, Staff Judge Advocate, Equal Opportunity, First Sergeants, Veterans Affairs, Law Enforcement, local Sexual Assault Nurse Examiner, and community mental health, medical, and crisis centers.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
Within 60 days of appointment to a Position of Trust and Moderate Risk; Employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
Qualifications
GENERAL EXPERIENCE: Specialized Experience time requirements of 1 year equivalent to at least next lower grade level. This specialized experience time requirement applies to both one- and two-grade interval work. SPECIALIZED EXPERIENCE: GS-12 and above - 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
SUBSTITUTIONS: Equivalent combinations of civilian and military education; and, voluntary or employed SAPR specialized experiences are qualifying substitutions.
For Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Federal employment suitability as determined by a background investigation.
Education
Applicants must have completed specific college course work that meets the requirements for a degree in a particular field, such as psychology, social sciences, human resources, or education; and, must have at least 24 semester hours of completed college course work in the social sciences.
