Clarification from the agency

(1) Arkansas Army National Guard (AR ARNG) T32 Employees and Arkansas Army National Guard T5 Employees (with compatible membership); (2) All members of the AR ARNG/ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the Army National Guard).

Duties

Help

(1) Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Fills in holes and dents using body fillers and hardeners. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover. Applies coatings to specified areas ensuring the surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.

(2) Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance. Uses measuring equipment (i.e., Zhan cup) to achieve the proper viscosity and thickness for applying the coatings. Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements. Replaces and applies markings/lettering as specified by appropriate manuals.

(3) Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Reads and interprets blueprints when applying camouflage patterns. Replaces markings and letterings as specified by the appropriate manuals. Reads and interprets directions that relate to mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.

(4) Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Completes records for paint usage and paint waste as per environmental regulations.

(5) Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Manages workflow into the paint shop as assigned by the supervisor. Determines what jobs can be done in a series or if items need to be completed alone. Confers with the customer when needed to best achieve the desired results. Cleans and maintains painting equipment.

(6) Performs other duties as assigned.

MILITARY REQUIREMENTS:

National Guard Membership is required.
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Minimum Grade - PVT (E-1)
Maximum Grade - SFC (E-7)

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position in CSMS in Enlisted Career Management Field Career Management Field (CMF) CMF 12,91,92. Must become compatible within 12 months of appointment.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE:
Experience or training which demonstrates the candidate's knowledge of surface preparation (removal of rust, dirt, paint, etc); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions.

SPECIALIZED EXPERIENCE:
Experience or training which demonstrates the candidate's knowledge of any surface preparation and coating methods and techniques. Skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents.

KNOWLEDGE REQUIRED:
--Knowledge of any accepted surface preparation and coating methods and techniques to apply coatings to stationary and mobile equipment, and to combat, tactical, and commercial vehicles. Skill in preparing the surface for paint by using compounds and abrasive to even out dents and scars. Skill to remove rust, paint, and loose particles from surfaces so that coating materials will adhere properly.
--Ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Knowledge of tools when mixing and testing paint for viscosity and thickness.
--Knowledge of coating materials so that surfaces are free from skips, runs, and drips, orange peels, fish eyes, and brush strokes. Skill to sand, wire brush, scrape, spackle, and putty surfaces; to brush on, roll on, and spray coating materials; and to apply other related methods and techniques.
--Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, etc. Ability to read paint schemes, and manufacturers specific instructions and guidelines.
--Skill in using tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns.
