Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as an Information Systems Security Manager (ISSM) for the MDA Special Access Program (SAP) IT systems environment consisting of a mix of S/TS/SCI government and contractor-managed systems located in geographically distributed sites across the United States.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a IT Specialist (Security) at the NH-2210-3 broadband level some of your typical work assignments may include:

  • IAW DoDI 5205.11, DoDM 5205.07, CNSSI 1253, NIST SP 800-53, Joint Special Access Program Implementation Guide (JSIG), DODI 8510.1, 8500.2 and Agency policy and procedures, ensures the Confidentiality, Integrity, and Availability (CIA) of Special Access Program (SAP) systems,
    networks, and data.
  • Implements the SAP Risk Management Framework (RMF) and develops all necessary artifacts for key components of the SAPCO and Missile Defense System (MDS) element systems.
  • Advises the Program Manager and key staff as required on emerging Cybersecurity Technology and changes to the assessment and authorization program requirements.
  • Produces cybersecurity language for request for proposal (RFP), Statement of Work (SOW), and review of contractors Work Breakdown Structure (WBS) and Bases of Estimate (BOE) development for SAP IT systems.

  • This is an acquisition position coded Level II in Information Technology. Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty.
  • Must acquire 80 continuous learning points every two years.
  • This is an Information Assurance Workforce/Cybersecurity position coded Level III in the Management Category (IAM). Must have at the time of permanent appointment or achieve within 6 months of EOD the appropriate baseline certification.
  • This is a drug testing designated position.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Analyzes systems to determine vulnerabilities and conduct comprehensive risk assessments.
  • Implements Cybersecurity, Risk Management Framework (RMF), Joint Special Access Program Implementation Guidance (JSIG) and/or National Institute of Standards and Technology (NIST) policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:

This position has a Basic Requirement for the 2210 series: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. All individuals must have IT related experience that demonstrates each of these four competencies:

1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment.

2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service.

3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems.

4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.

Competencies:

  1. Experience planning, organizing, directing, and controlling the use of standardized cybersecurity/Computer Network Defense (CND) processes and procedures to ensure Confidentiality, Integrity, and Availability (CIA) of weapon systems and/or test networks. Experience with assessing security incidents and implementing corrective action while providing awareness of potential threats, attacks, and other critical information to senior leadership.
  2. Experience implementing, operating, monitoring, and maintaining cybersecurity on High Value / Critical IT systems and test networks to include host and network intrusion detection, vulnerability identification, incident reporting, and implementing mitigations. Experience with performing security reviews and identifying gaps in security architectures to reduce risk.
  3. Experience planning, monitoring, managing, and ensuring the operational security posture of information systems through the development and implementation of security policies, standards, and procedures. Experience with performing vulnerability and risk assessment to support Assessment and Authorization activities.
