The position is located in the Division of Facility Management and Engineering (DFME) within the Office of Environmental Health and Engineering (OEHE), Navajo Area Indian Health Service (IHS) in St. Michaels, AZ. The purpose of the position is to perform contracting specialist duties over the Simplified Acquisition Threshold (SAT) for the acquisition of Architect-Engineering Services and major facility/hospital construction in support of IHS medical facility needs.

Help

  • Procures Architect-Engineering and Facility Construction services above the Simplified Acquisition Threshold (SAT) which after receipt of requisitions, determines the appropriate contracting method.
  • Collaborates with project officers and program officials to define procurement requirements including proposed scope of work/specifications, evaluation criteria, pricing schedule, milestone dates, independent government cost estimate (IGCE), type of procurement process, subcontracting opportunities and requirements, terms of contract, drawings and reference documents, and selection of technical evaluation committee members.
  • Reviews requests for contract (RFC) for the procurement of major facility construction, A-E services and other procurements as assigned for compliance and acceptable level of detail commensurate with the scope and complexity of the identified requirement.
  • Analyzes the requirement and determines the method of procurement; reviews justifications for sole source and prepares documentation and posts to the Government Point of Entry (GPE) Federal Business Opportunities (FBO) website as applicable; and determines applicability of requirements.
  • Researches, prepares and issues solicitation and contract documents. Organizes, coordinates and performs the bid opening process or leads the proposal evaluation process.
  • Completes documentation of the award decision, ensure adequate competition, consider government sources of supply, set aside-determination, and obtain all necessary reviews and approvals, as applicable.
  • Administers assigned contracts in accordance with contractual terms and conditions, IHS policy, and all regulations. Ensures compliance with contract requirements including deliverables, schedule, quality, price/cost, notices, insurance, etc.
  • Evaluates, negotiates and prepares all documentation to execute and resolve all contract modifications, change orders and requests for equitable adjustment (REA).
  • Guides and performs analyses of the program needs and determines strategies that best fit the requirements of the program.
  • Collaborates and provides technical assistance to the program offices in developing annual acquisition planning documents.
  • Assists client offices in developing acquisition strategies, acquisition planning documents, and mutually agreeable milestone schedules that lead to achieving identified program goals and requirements for major projects/contracts.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENTS FOR GS-5 through GS-12:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the Basic Requirements for GS-05 through GS-12, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning, soliciting, awarding, and administering contracts in the procurement of supplies, equipment, and services for an organization or program in accordance with legislation, regulations, and policies. Ensuring compliance with statutory contracting actions, reporting requirements, and related procurement initiatives. Applying broad, general rules in providing advice and guidance regarding acquisitions procedures to complex, non-routine purchases by Agency program officials and managers.

SELECTIVE PLACEMENT FACTOR:
GS-12: Must possess an active Federal Acquisition Certification in Contracting (FAC-C) Level II or equivalent.

BASIC REQUIREMENT FOR GS-13 and Above:

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as a Senior Level Contracting Officer providing a full range of contracting transactions and activities from planning through closeout for the acquisition of construction and architect-engineering services. Experience developing, preparing, and presenting terms and conditions in bids or proposals related to the award and administration of contracts for construction and architect-engineer services; negotiating and awarding contracts, modifications, or subcontracts; contract administration; cost or price analysis; contract clearance; developing negotiation positions and adjudicating claims or protests related to construction and architect-engineer contracts.

SELECTIVE PLACEMENT FACTOR:
GS-13: Must possess an active Federal Acquisition Certification in Contracting (FAC-C) Level III or equivalent.
