Summary

Positions are available in the Governmental Affairs and the External Affairs Branches in the External and Governmental Affairs Division (EGA) of the Food and Nutrition Service. EGA is the Agency's designated liaison with Congress, other governmental entities, and external stakeholders in support of FNS' mission-responsible for communicating with Congressional offices, advancing the Agency's legislative priorities, and developing and executing stakeholder engagement strategies.

Help
  • Collaborate across the agency and Department to develop and execute comprehensive strategies for engaging stakeholders to support critical Administration and agency priorities and goals.
  • Advises Division and Office leadership on external stakeholders concerns about agency actions, opportunities, and strategy for external engagement.
  • Represents external stakeholder and Congressional perspectives in internal decision-making. May be asked to brief Agency leadership.
  • Serves as a representative of the agency on FNS initiatives and priorities, and as a liaison to external partners on matters on mutual interest.
  • Supports policy officials and agency leaders in their interactions with external stakeholders and Congressional offices.
  • Coordinates sensitive tasks across organizations or offices to ensure timely and appropriate action. Composes well-written, concise briefing materials, talking points, remarks, or memoranda for senior leadership.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

To qualify at the GS-13 you must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in federal service or equivalent non-federal experience. Specialized experience is defined as two or more of the following:

1. Researching, analyzing, and supporting development of legislation related to nutrition, public health or public assistance programs;
2. Drafting and reviewing responses to Congressional inquiries or correspondence, and/or creating reports, testimony, talking points, or briefing materials for external stakeholders;
3. Drafting talking points, speeches, briefing materials, and/or published materials related to nutrition, public health or public assistance programs; and
4. Developing or executing strategic stakeholder engagement, legislative, or communications campaigns or strategies on issues related to nutrition, public health or public assistance programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Positions are available in the Governmental Affairs and the External Affairs Branches in the Food and Nutrition Service (FNS), External and Governmental Affairs Division (EGA). EGA is the Agency's designated liaison with Congress, other governmental entities, and external stakeholders in support of FNS' mission. This position is remote work and telework-eligible as determined by Departmental and Agency policy.

The Governmental Affairs Branch is FNS's liaison with Members of Congress and their staff, responsible for maintaining effective relationships and communications with Congressional offices, supporting and representing FNS executives and program offices, advancing the Agency's legislative priorities, and leading preparation for hearings and other interactions. The Branch monitors and analyzes legislation and advises FNS leadership on high-profile issues.

The External Affairs Branch is responsible for devising and executing strategic stakeholder engagement and communications, external partnerships, and crosscutting efforts that support the Agency's goals.

This position is in the bargaining unit.
