About the Position: Functions as a Contract Specialist with primary responsibility for performing the most complex high dollar value contracts in support of the District's Military, Civil and Work-for-Others Programs.
Responsible for cradle-to-grave contracting functions, from acquisition planning through contract administration and closeout.
Actively engaged in acquisition strategy development, formal source selection procedures and best value trade-off decisions, contract award, contract administration and management oversight.
Works with Team Members and Project Delivery Teams to develop realistic procurement milestones and timelines for contracts allowing time for reviews and coordination.
Identifies lessons learned from acquisitions and disseminate this information throughout the team and office staff.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting.
The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 24 months.

Basic Requirement for Contract Specialist (1102):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications for the GS-12:
Specialized Experience:One year of specialized experience which includes performing pre-award AND post award functions including FOUR of the following: negotiation, price analysis, acquisition strategy, contract administration, customer service, market research, and contract closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
