THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a MANAGEMENT ANALYST.This Army National Guard /Air National Guard position is located in the US Property and Fiscal Office (USP&FO).Its purpose is to serve as a management analyst in the USP&FO/ internal review support role and perform a variety of internal review support assignments.

Duties

Help

As a MANAGEMENT ANALYST, GS - 0343 - 9, you will:

  • Reviews organizational information (i.e., TDA organization and function manual), previous audit and inspection reports, applicable Department of Army (DA) or United States Air Force (USAF) regulations, and activity mission statements to identify tentative sub-objectives or "firm" objectives based on the role of the audit assignment.
  • Performs management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity.
  • Conducts troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.
  • Assignments involve several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics.
  • Participates in providing management consulting services on all aspects of improving management operations for the state.
  • Provides liaison assistance, as required, to external audit organizations with responsibility for coordinating their activities with the IR Office.
  • Accomplishes management studies by applying professional best business practices and basic audit techniques to gather, document, and summarize data.
  • Prepares management studies which present findings identifying causative situations and recommending corrective action.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position will not exceed one year and six months of employment.
  • Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Technician Position of over 179 days in length will cause termination from the SRIP.
  • SECURITY CLEARANCE (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment.

Qualifications

Military Grades: E-4/SPC thru E-7/SFC

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
