Duties

Help
  • The Director is responsible for empowering a highly skilled staff of economists and statisticians to be extremely accurate, creative, resourceful, and diligent in the performance of their everyday duties and responsibilities.
  • Plans and directs cost benefit analyses/regulatory impact analyses for FSIS's major rulemaking initiatives. Plans and directs major economic, econometric, statistical and policy analysis to support decision making.
  • Resolves technical problems not covered by precedents or established policies using advanced professional economic and food industry knowledge.
  • Receives broad guidelines and program objectives from the Assistant Administrator (AA) and Deputy Assistant Administrator (DAA) of OPPD.
  • Assists in providing key leadership and program direction. Provides professional leadership and direction for a broad, coordinated program, assigns responsibilities over multiple activities.
  • Establishes and maintains effective relationships with other agencies of the USDA, state, federal, and international agencies and private and academic organizations. Communicates clearly in writing and orally.
  • Develops performance standards; evaluates immediate subordinate work performance and assures equity among subordinate performance standards and rating techniques.
  • Responsible for allocation, control, and efficient use of resources (funds, personnel, and property) assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level or equivalent for consideration for the GS-15 grade level.)

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for grade level advertised. The specialized experience requirements for this position are below.

For this position, your resume must show all of the following specialized experience:

1) Experience planning, leading, and conducting major regulatory impact analyses/cost-benefits analyses for regulations, including assessing the potential economic impacts on industry/production costs, public health benefits, other benefits, government expenditures, and small and very small businesses; and

2) Experience supervising or leading a team of other economists and providing coaching, guidance, and feedback; and

3) Experience reviewing and commenting on economic models, papers, and techniques that impact the advancement of or are accepted as authoritative in the field of agricultural economics, food safety economics, or a related economics field; and

4) Experience presenting complex economic analyses and results in a clear and understandable way to economists and non-economists to inform policy decisions.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Education

For the GS-15 level, a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus.

OR

Combination of education and experience, courses equivalent to a major in economics as shown above plus appropriate experience or additional education.
