About the Position: You will conduct planning, design, and construction admin of civil and/or structural design aspects of various civil works structures (e.g flood control dams and flood damage reduction projects) located in USACE area of responsibility.

  • Serve as a civil/structural engineering technician providing services in the planning, design, and construction administration of the civil and structural design.
  • Develop civil/site layouts and drawings for pertinent dam features to include, but not limited to, utility relocations, embankment drawings and details, grading and drainage plans, construction site layout and construction sequencing.
  • Develop original design concepts and prepare associated sketches, drawings, estimates of required material quantities, specifications, and similar data for structural and/or civil/site features of dam and levee safety modifications.
  • Prepare conceptual and highly concise 2D and 3D drawings or exhibits for structural, and/or civil/site features included into planning documents, design reports and construction plans for dam and levee safety modifications.
  • Review contractor shop drawing submittals for compliance with the contract requirements and evaluate proposed contract variances and substitutions with respect to the design intent and prepare detailed technical comments.
  • Manage the workload of other technicians and other lower graded employees to accomplish project objectives in accordance with the approved schedule and budget.
  • Review products prepared by A/E contractors for civil/site and structural features of dam and levee safety projects.
  • Develop, review, and/or evaluate contract and/or task order scopes of work, specifications, plans, estimates; evaluate contractor proposals, submittals, performance, etc.
  • Make site visits to active construction projects and facilities to advise on compliance with the contract requirements and provide recommendations for meeting risk reduction objectives.
  • Make site visits to existing projects to advise on the feasibility and scope of planned risk reduction measures from the standpoint of constructability, existing practices, materials, and cost considerations.
  • Compile and develop data required to support risk assessment for various phases of dam and levee safety issue evaluation, modification and construction.
  • Incorporate ISO procedures or similar quality management system requirements in all work.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conveying civil/site and structural design concepts and preparing working drawings using a computer aided drafting (CAD) system; writing specifications and quantity estimates for civil/site and structural features of civil works structures such as flood control dams and local flood damage reduction projects; and writing civil/site and structural portions of construction contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent (GS-11).
