Duties

Help
  • Using issue specific expertise, acts as the program data analyst on Integrated Primary Prevention (IPP) as applied to sexual violence prevention.
  • Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs.
  • Establishes measures of effectiveness in the primary prevention of sexual violence.
  • Supports the Joint Force Headquarters? the Primary Prevention Officer in the development and execution of The Adjutant General?s (TAG) primary prevention strategic plan.
  • Assists TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informed courses of action to appropriately resource sexual violence primary prevention activities and requirements throughout the state.
  • Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment.
  • Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG?s IPP program.
  • Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations.
  • Conducts continual collection and analyses of S/T/DC, Wing/Region activities relative to integrated sexual violence prevention to ensure program fidelity.
  • Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data.
  • Reviews homogeneous environmental/climate survey data (collected from Wing/Brigade) analyzes for sexual violence outcomes, and shares findings with appropriate stakeholders.
  • Maintains an understanding of SAPR policies and the working dynamics between primary prevention and response.
  • Maintains collaborative relationships with the JFHQ, Air National Guard (ANG) Wing/ Army National Guard (ARNG) Brigade SAPR program managers, the NGB Sexual Violence Primary Prevention SME, and other relevant support programs.
  • Supports and participates in state-level committees, boards, and working groups.
  • Provides sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs).
  • Performs other duties as assigned.

  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Maximum Military Grade - Officer: Maj (O-4)

Minimum Military Grade - Enlisted: TSgt (E-6)


Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).


GENERAL EXPERIENCE: All on-board National Guard Title 32 Excepted Service employees assigned to Title 32 Excepted Service SAPR Program, must be certified at the next higher grade-level before considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; AND, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. New hire applicant (to include an on-board Title 32 or a Title 5 Excepted Service employee) who is employed in a different series' position, must have at least two years on-the-job experience that are commensurate or equivalent to Sexual Assault Prevention and Response (SAPR) Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. The following basic qualification factors are applicable for this position: Skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skill in applying procedures and directives by reading and interpreting program material.

GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level that provided the ability to analyze problems, identify significant factors, gather pertinent data and recognizing solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions and experience in managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
