Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles.

Manage office programs; Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP), Corporate and Regional Matrixed Budget Systen:i (CRMBS), Talent Management System (TMS) VA Time and Attendance System (VAT AS), Database Management & Logistics Service ( D ML S, Sh are Point, VIEWS, CONCUR. The program/project management database software for V A's major and minor construction and leasing projects at the regional level to increase the efficiency, effectiveness and response time on construction projects, planning and funding. This includes providing expert advice on specific tasks and making available written instructions, reference materials and relevant background material. The incumbent also contacts vendors regarding product issues perform testing for upgrade and new versions of software; work with the team to evaluate current software reports and offer suggestions for updating and generating new reports; consult with CFM service lines to research and develop business processes to more effectively use software and create and keep user guides current.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS-11. At the GS-7 and GS-9 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-11 - $66,214 - $86,074

Salary information is based on Rest of US locality. The pay will be determined at the time of selection.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/12/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

  • For a GS-11 position you must have served 52 weeks at the GS-9.
  • For a GS-9 position you must have served 52 weeks at the GS-7.
  • For a GS-7 position you must have served 52 weeks at the GS-5.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your education and experience, as described below:

Specialized Experience/Education GS-7:
  • GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishing program goals, plan, schedule, activities and milestones for programs, provide program oversight and direct support to senior leadership and the management team, coordinate staff training to perform cemetery activities in compliance with agency guidelines and requirements, coordination and tracking of remediation of issues identified internally, conducts assessments and develops recommendations to improve processes.
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of 1 full year of graduate-level education from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR a Bachelor's degree with Superior Academic Achievement: SAA is defined as (1) cumulative GPA of 3.0 or higher out of a possible 4.0 for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) GPA of 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or those courses in your major completed in the last two years; (3) Rank in the upper one-third of your class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies).

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education (beyond 4 years of under-graduate level education earned).
Specialized Experience/Education GS-9:
  • GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishing program goals, plan, schedule, activities and milestones for programs, provide program oversight and direct support to senior leadership and the management team, coordinate staff training to perform cemetery activities in compliance with agency guidelines and requirements, coordination and tracking of remediation of issues identified internally, conducts assessments and develops recommendations to improve processes.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the worksuch as, a field of study in accounting, finance, financial management, business administration/management, etc.

Specialized Experience/Education GS-11:
  • GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
