Summary

This position is part of the San Francisco Area office of the Market News Division, Specialty Crops Program. The Office is responsible for collecting, analyzing, preparing, and releasing market news data for fruits and vegetables from various production areas to the terminal markets serving the San Francisco Bay and Oakland areas. In this position you will serve as Officer-in-Charge with responsibility for all activities assigned to the office.

Duties

Help
  • The duties may include, but are not limited to:
  • Establishes contacts with importers, ship lines, foreign sales groups, and other government agencies.
  • Reporting the wholesale trading in the San Francisco Bay and Oakland area
  • Analyzes information relative to general and specific market conditions for commodities shipped on commercial volume
  • Studies daily and seasonal operations as well as market reports from competitive production areas
  • Maintains integrity in operations and accuracy in reports despite pressures and attempted intimidation by financially interested parties
  • Participates in meetings with growers and marketing firms as an expert consultant
  • Prepares and disseminates daily, semi-weekly or weekly as well as annual and special market reports covering sales

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Understanding, analyzing and disseminating data relative to commodity containers, general and specific market conditions as reflected in supply, demand, price, quality, condition, size, unit of sale and movement of all commodities.
  • Conducting data collection, analysis or research of market conditions for specialty crops or related industry production and marketing trends.
  • Persuading members of industry and others to cooperate voluntarily in providing information for reports.
  • Applying trade practices to the marketing of specialty crops or related products.
Note: There is not an education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.   • This Temporary Promotion may be made permanent without further competition.
