Duties

Help
  • Implements and manages the processes related to Federal Foreign Assistance grants and cooperative agreements and provides grants-related assistance and services.
  • Performs the grant management system processes of grant initiation to grant approval and the procurement system processes of grant financial approval.
  • Assists in collecting data and maintain spreadsheets to demonstrate the extent to which projects are contributing to the achievement of the country's development.
  • Drafts and submits project descriptions and Congressional Notifications.
  • Recommends changes in the pre-application stage and application stage to partner to ensure quality, impactful projects.
  • Conducts program evaluation, including monitoring and assessing awardee performance using established standards and criteria to measure program effectiveness, and drafting performance measures.
  • Serves as liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve a variety of different issues.
  • Identifies innovative and high impact grants in assigned portfolios and prepare write-ups highlighting grantee success stories.

Qualifications

At the GS-09 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-07 level in the federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience independently performing duties and responsibilities that involve analytical work related to grants and cooperative agreements that support the programs and customers.
OR
B. Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree ORLL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

C. A Combination of education and experience as list above. Only experience and education obtained by the closing date of this announcement will be considered.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
