Summary

This position is located in the United States Department of Agriculture, National Institute of the National of Food and Agriculture (NIFA), in the Office of the Director, Budget Staff Division. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will be responsible for the budget formulation, analyses and assessments of NIFA's diverse nation research, education and extension programs.

Duties

Help
  • Evaluates the content of new and/or amended legislation for projected impact on NIFA programs and funding sources.
  • Provides highly technical and analytical assessments in the execution of current and long-range budget operational plans.
  • Ensures compliance with the Government Performance and Results Act (GPRA) and other laws designed to improve government performance management.
  • Prepares and analyzes NIFA staffing issues and cost implications related to the initiatives.
  • Prepares witness statements and obtains necessary clearances for use by witnesses testifying before congressional committees.
  • Responsible for preparing analyses and assessments of NIFA budget functions as relates to operations and resource obligations.
  • Provides data and analyses concerning the implementation of emerging NIFA policy; strategic planning; evaluation of programs; and responses to accountability mandates.
  • Solicits, coordinates and prepares responses to Executive, Congressional, public and private inquiries concerning NIFA programs, organizations and resources.
  • Prepares narratives, charts, graphs and analyses for NIFA management officials dealing with research, education, and extension activities in their internal and external (other agencies, states, public and private institutions) aspects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing analyses and assessments of budget functions; assisting in the planning of budget operations; and participating in evaluating administrative programs or policies.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning of budget operations for an organization; recommending action on administrative programs or policies; and providing technical and administrative expertise, advice, or guidance and preparing narratives, charts, graphs and analyses for management officials dealing with research, education, and other agencies, states, public and private institutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
