Summary

This position is located in the National Institute of Food and Agriculture (NIFA) in the Institute of Food Production and Sustainability. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will serve as a staff expert and consultant providing leadership and direction for programs of national and/or international scope and impact.

Duties

Help
  • Manages programs by prioritizing activities, anticipating and resolving possible obstacles, and directing all program aspects.
  • Ensures responsiveness to stakeholder needs and expectations, and systematically seeks stakeholders input in the planning, development and implementation of programs.
  • Develops plans and policies for strengthening NIFA and national programs of scientific and public importance.
  • Identifies challenges and synthesizes information from a wide range of sources to resolve problems, meet needs and address opportunities requiring functional, programmatic, or disciplinary integration across a range of NIFA program issues.
  • Assigns work, develops and maintains staff performance plans and training plans per expectations of leadership and human resources development, evaluates performance, assesses training needs, and takes disciplinary actions when necessary.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
2. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

AND

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing direction and leadership for regional or national food and agricultural sciences multidisciplinary programs related to food and agricultural systems, including technologies such as robotics, sensors, automation, machine learning, artificial intelligence, precision and geospatial technologies, computing, or data science to advance food and agricultural science; bioengineering; water quality, irrigation, and water management in food production systems; rigorous economic and social science research that informs decision making, policy design, and implementation to enhance the sustainability of agricultural production systems and natural resources; providing direction or coordinating work with various stakeholders in the performance of agricultural research, extension, and education activities; or conducting program evaluations to improve the administration and efficacy of research, education, and extension programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
