Vacancies will be filled in the following specialty areas:

The incumbent serves as a General Engineer in the Large Business and International Division (LB&I), providing support in the identification, development, and appropriate resolution of technical engineering and valuation issues. In this capacity, the incumbent is knowledgeable in the full range of knowledge of engineering and valuation principles and industry practices applied in tax issues and tax compliance programs relative to conducting Federal tax examinations.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

-Individually, or as a team member, plans and conducts issue examinations using extensive and specialized knowledge of engineering and valuation methods, practices, and investigative audit techniques to examine and resolve various tax issues of individuals and business organizations that may include extensive subsidiaries with operations of national and/or international scope.

-Serves as a technical engineering expert and provides analysis and development of issues that may impact tax compliance strategy and the examination program.

-Conducts field investigations of real and personal property and of documentary and accounting records of a range of individuals and small to large business organizations of varying structural complexity.

-Reviews and investigates engineering features of generally substantial and complex issues on assigned tax cases using general engineering principles.

-Works in partnership with the Senior Engineer and Examiners in developing significant tax compliance issues, by collaborating with appropriate practice areas, examiners, Counsel, Appeals, and other specialists to leverage and expand complex issue expertise and ensure consistent application and interpretation of tax law.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT : Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree.
The curriculum must:
1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or
2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
This must be demonstrated by meeting one of the following:
1) Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2) Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
3)Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements.
4) Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have you have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service; Experience applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; Experience adapting and applying methods and techniques of related scientific disciplines; and organizing, analyzing, interpreting, and evaluating scientific data in the solution of engineering problems; Experience with basic tax laws relating to land, buildings, plant facilities, machinery, transportation equipment, patents, contracts, and goodwill; Experience with standard, accepted, real estate appraisal procedures, such as the cost, market, and income approaches to assist in the valuation and interpretation of valuation issues; Experience with law and legal documents dealing with real and personal property and transfers and interdisciplinary approach to determine the tax effect of multiple issues, insure compliance with tax laws and provide technical assistance

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
