Duties

Help

Duties include but are not limited to the following:

  • Coordinates the processing and release of information responsive to request under the Freedom of Information Act (FOIA) and Privacy Act (PA).
  • Analyzes data for response to FOIA requests and discovery and information related to requests in litigation and/or emanating from audits and investigations.
  • Analyzes and researches precedents and regulations regarding requests not clearly covered by the FOIA/PA to determine the proper course of action.
  • Coordinates assessments of highly complex FOIA actions.
  • Presents recommendations for the resolution of the
    dispute to supervisor or directly to the parties involved on matters involving unsatisfied responses to FOIA requests.

Qualifications

In order to qualify for the Government Information Specialist position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

AND

FOR THE GS-11 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:

  • Assisting with reviewing request under the FOIA/ (PA) ;
  • Analyzing data for response to FOIA requests and discovery and other requests related to litigation and or emanating from audits and investigations;
  • Conducting extensive and complex record searches; and
  • Executing and developing final appeal package for review.

Education
: Applicants must have Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree in law, business or government. NOTE: You must submit a copy of your transcripts and identify qualifying coursework for verification.

Combination:
Applicants must have the appropriate combination of successfully completed graduate level education and experience. To determine combination, first compute experience as a percentage of the experience listed in A above; then determine education as a percentage of the education listed in B above; then add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify.

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
  • Reviewing and analyzing appeals requested under FOIA/PA; 
    
  • Analyzing and researching precedents and regulations regarding requests not clearly coved by FOIA/PA to determine the proper course of action;
  • Serving as a liaison to external customer and receipts to clarify and resolve issues; and
  • Providing work product consistent with established organizational programs, polices, and/or operations.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional Federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

3. A 30% or more Disabled Veteran: You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.

4. Military spouses are eligible if their active duty military spouse: 1) receives a Permanent Change of Station move; 2) has a 100% disability rating; or 3) died while on active duty. Please submit supporting documentation.

5.
