Duties

Help

  • Develops, publishes and maintains Allowance Standards (AS) supporting assigned systems/subsystems and mission support activities and evaluates allowance change requests from MAJCOMs, Centers and USAF equipment management and mission support activities.
  • Maintains continuity of the support equipment program with Program Management Directives (PMD) and insures currency of support equipment requirements with changing mission concepts.
  • Presides as Chairman for Line by Line Item Allowance Standard Reviews (Desktop and formal).
  • Serves as Allowance Management POC on issues regarding SE allowances and authorizations for assigned systems/subsystems and assists Senior Allowance Managers in detailed analysis of AF Equipment Management System (AFEMS) SE data.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Miscellaneous Administration and Program Series, 0301. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing duties that provide staff/advisory support in such key areas as: Maintenance Data Systems Analysis (MDSA), Maintenance Supply Liaison (MSL), Plans, Scheduling and Documentation (PS&D), Maintenance Training, Programs and Resources to include Depot Level Repair, Engine Management and Maintenance Operations Center (MOC) NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of directives, policies, and procedures applicable to base, MAJCOM, and ALC level equipment management.
2. Knowledge of Base, MAJCOM, ALC, and USAF support equipment acquisition procedures.
3. Knowledge of C001E maintenance procedures.
4. Knowledge of AF operational concepts, such as Main Operating Bases, Forward Operation Locations and Mobility/Deployment Operations, Ware Reserve
5. Knowledge of USAF maintenance programs and concepts.
6. Technical knowledge of Class IV/Class V Modification Programs, Engineering Change Proposals (ECPs) and Time Compliance Tech Orders (TCTO).
7. Knowledge of Stock Lists, Part Number References, Technical Information Files (TIF) and Technical Order Systems.
8. Ability to work without direct supervision
9. Ability to speak and write clearly, tactfully and intelligently on matters of a technical and complex nature

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
