Summary
This position is located in the Washington, DC Commuting Area within the Bureau for Asia, at the U.S. Agency for International Development (USAID).
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
Serves as a Bureau expert and coordinator in providing intellectual leadership and focus to initiate dialogue; generate policy recommendations, interventions, and agency mechanisms.
Provides direct advice and guidance to USAID Missions and senior Regional Bureau personnel, to ensure that sustainability is integrated in sectoral programs.
Serves as a technical resource and advisor to the Bureau, advising on and backstopping development assistance activities and policy in energy and climate change.
Provides advice and guidance when program interpretation, opinion, or decisions are solicited. Consultations involve assessment of program conditions, phenomena, or anomalies pertaining to energy and climate change.
Research administrative or program related materials and/or activities, and presents findings and recommendations in written, verbal, or other form to program, administrative, and/or management officials.
Performs regional bureau functions such as reviewing country strategies and mission operational plans. Provides guidance and support on procurement designs and implementation.
Must be able to obtain and maintain a Top Security clearance.

Qualifications
BASIC REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
GS-15 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (a) Experience serving as a technical resource and advisor to the Bureau and/or agency, advising on and backstopping development assistance activities in the area of development assistance and policy in energy and related climate change issues.
