This position is located in the Human Resources Division, Strategic Services Branch. This position provides advice to managers for organizations with complex and controversial cases as well as organizations in transition as they respond to changing mission goals and reorganizations. Establishes occupational series career ladders and serves as a resource to top management in classification matters, proposing solutions to resolve controversial, complex and very difficult classification problems.

Advises supervisors and managers in determining the need for an exception for position descriptions and classifies the position based upon knowledge of the position and the organization's mission and structure. Advises on classification impact when changing or creating duty assignments. Assists managers with planning and implementing reorganizations across OIG that frequently are the result of major mission changes or sweeping realignment of positions and personnel.

Advises on law, regulations and policies formulated at the Federal, Heath and Human Service, and Operational Division levels that apply to HR management. Develops an understanding of, and acceptance by, operating officials of their responsibility for meaningful participation in HR management. Advises on the implication of proposed management decisions with respect to substantive as well as procedural HR matters. Provides technical services relating to position management and classification. Provides authoritative technical assistance, advice, and solutions to classification problems referred by HR Specialists within the organization, or to requests for explanations or clarifications of decisions by line operating officials, employees, employee groups or employee representatives. Explores alternative courses of action to accommodate management needs and considerations and works with key management officials in a manner that inspires respect for resulting conclusions. Performs the full range of classification related duties for a complex, organization containing a variety of different types of positions. Prepares supporting analysis documentation for classification cases.

Reviews and classifies position descriptions (PDs) for high-impact, precedent-setting positions; writes reports of findings; conducts desk audits; and prepares evaluations as required for internal activity or in response to external requirements. Researches special classification projects and responds to higher echelon requests for information and reports in the program area.

Evaluates positions by reference to applicable Office of Personnel Management (OPM) Position Classification/Job Grading Standards and OIG procedures determining pay plan, occupational series, grade and title; and prepares appropriate evaluation statements.

Provides authoritative advice on complex position classification issues and ensures that the application of position classification standards is accurate and consistent. Provides technical guidance in resolving potential conflicts with classification principles and practices. Assures correct implementation of the Fair Labor Standards Act requirements. Reviews classification appeal packages prepared by the lower graded HR Specialists for accuracy, completeness, and logic of analytical material prior to forwarding to higher level. Attends meetings, conferences and seminars, and prepares and presents briefings in subject-matter area. As directed, coordinates the review and comments on proposed classification directives, instructions, and standards.

Conducts training for supervisors and managers in the position classification program; develops and provides written guides, references and templates to supervisors and managers and participates as a consultant for position management activities.

Represents the Office of Inspector General/Human Resources Division on various agency committees regarding classification and position management issues as an HR technical advisor. Works in decision-making conferences to provide historical perspective, objectivity and a thorough knowledge/understanding of Federal rules and regulations to assist in the development of constructive outcomes for various classification position management situations.

Provides input and assistance to steady classification management HRIS projects for the OIG by providing technical expertise and support through the development, implementation, and support of automated classification and position management systems. Coordinates and provides input for new classification systems and migration of legacy systems to new platforms.

Performs other duties as assigned.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience providing authoritative advisory service to management on a full range of complex position classification and position management issues;
  • Experience developing or providing input to classification policies that affect classification efforts across the organization; and
  • Experience reviewing and classifying position descriptions for high-impact, precedent-setting positions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
