Vacancies will be filled in the following specialty areas:
Large Business and International, Director Northeastern Compliance Practice Area (NECPA)

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Individually, or as a team member, plans and conducts examinations using extensive and specialized knowledge of accounting techniques, practices, and investigative audit techniques to examine and resolve various tax issues of individuals and business organizations that may include extensive subsidiaries with operations of national and/or international scope.
  • Evaluate the priority issues identified as part of the central classification process and provide feedback regarding issues throughout the examination process. Based on the feedback discussions, adjusts the scope of the examination by expanding or contracting the issues. May serve as a member of a classification team responsible for the identification of priority issues for examination.
  • Works in partnership with the Senior Revenue Agent in developing significant tax compliance issues, by collaborating with appropriate practice areas, examiners, Counsel, Appeals, and other specialists to leverage and expand complex issue expertise and ensure consistent application and interpretation of tax law.
  • Confers with taxpayers or their representatives to explain the accounting and other issues involved, the applicability of pertinent tax laws and regulations, and proposed adjustments. Considers collectability of potential tax deficiencies at all stages of the examination. Solicits payment and coordinates uncollected deficiency agreement when appropriate.

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/(https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Undergo an income tax verification.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS: You must possess the following professional accounting knowledges: Principles of Accounting, Intermediate Accounting, Advanced Accounting, and Auditing. This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience.

AND MEET ONE (1) OF THE FOLLOWING:
A Bachelor's or higher degree in accounting from an accredited college or university that included at least 1) 30 semester hours (45 quarter hours) in accounting or 2) 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance;
OR
A combination of appropriate experience and a four (4) year course of study at an accredited college or university that included at least 1) 30 semester hours (45 quarter hours) in accounting or 2) 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance;
OR
Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia;
OR
Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

In addition to meeting the requirements outlined above, you must be able to demonstrate knowledge (through education or experience) in the following: principles of accounting, intermediate accounting, auditing, and two areas of advanced accounting. Knowledge of cost accounting is acceptable as one of the areas of advanced accounting. Applicants qualifying as a CPA or a bachelor's or higher degree in accounting are presumed to meet the selective placement factor described above.

This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience.

You must also meet the requirements listed below to qualify for this position:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience for this position includes: Progressively responsible and diversified professional accounting or auditing work that required: Experience applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Experience interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; Experience of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Experience of corporate financial transactions and financial management principles and practices; Experience preparing written reports and analyses, and articulating and communicating results and analyses orally and in writing; and Experience interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.   • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
