Duties

Help

  • Serves as Subject Matter Expert (SME) in support of acquisition and sustainment throughout the life cycle of USAF systems/equipment.
  • Serves as Senior Equipment Specialist (ES) Technical Expert on workforce development and training requirements to support the acquisition and sustainment of Air Force systems.
  • Serves as a senior technical advisor representing the Sustainment Branch with the prime contractor as well as a variety of installation and functional area organizations.
  • Represents the Program Office with a variety of program office and functional area organizations and works on special projects as directed.

  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Life Cycle Logistics (L) Advanced (Level 3), acquisition certification.
  • The selectee must meet, or be capable of achieving acquisition certification within 48 months after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Equipment Services Series, 1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

  • Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
  • Reviewing and applying technical specifications and requirements.
  • Analyzing equipment and forecasting spare parts requirements.
  • Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
  • Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
  • Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of a comprehensive range of maintenance practices applicable to the Technical Data Integrated Product Support element, Air Force Technical Order System, and Service-level technical data management. Practical and theoretical knowledge of technical manuals, engineering drawings, engineering data, specifications, standards and Data Item Descriptions (DID). Ability to provide technical advice to senior leaders and program management offices on the Technical Data Integrated Product Support element, Air Force Technical Order System, and Service-level technical data management, to include appropriate acquisition and sustainment recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of maintenance related to the US Air Force Technical Order System.
2. Knowledge of Air Force technical data management, policies and procedures to achieve the goals and objectives of the US Air Force Technical Order System.
3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
4. Ability to develop and conduct training to a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest to ensure proper understanding of technical data management.
5. Ability to plan, organize, and reprioritize work to meet changing deadlines.
6. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
