This position will support the Federal Government's response efforts to COVID-19.

  • As a trainee, employee acquires knowledge, skills, and abilities required for the target position. Receives on-the-job training to secure a practical understanding of the duties and responsibilities of the contracting work.
  • Receives training in the organization's operations, including pertinent laws and governing regulations (e.g., FAR, HHSAR), their application and enforcement; production practices employed in the industry; and the means for evaluating and securing compliance with legal requirements.
  • Accompanies experienced professionals under gradually lessening supervision in situations typical of the profession.
  • Assists with entering into the contracting database, contract requirements and specifications using automated systems.
  • Develops and coordinates networks and contacts beneficial to the successful performance of work assignments.
  • Reviews pertinent regulations in order to prepare written materials, which effectively communicate the intended information. Prepares written materials in a logical and concise matter reflecting adequate research and analysis.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Basic Requirements for GS-5
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Time In Grade
Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.
