Summary

About the Position: Serves as the Director of the Ike Skelton Combined Arms Research Library (CARL), with responsibility for overall technical and administrative management and direction of library functions. The CARL is the largest and most important research library in the United States Army. It is the general library for Fort Leavenworth that has a collection of over 2,000,000 books and other material and supports a large graduate school population.

Duties

Help
  • As a Supervisory Librarian, you will perform the following duties which is not an all-inclusive list:
  • Direct library and research services in support of the U.S. Army Command and General Staff College.
  • Provide leadership to the library program and develops long-range plans and policies which will assure that library services and resources support graduate level academic and research programs.
  • Direct the establishment and implementation of acquisition, cataloging, collection development and circulation, utilizing expert knowledge in new and emerging technologies and library systems to establish automation system standards for the Library.
  • Identify and justify all expenditures for equipment, supplies, facilities, library materials, personnel training, special services contracts, etc.
  • Execute a large budget to procure reference and research material for graduate education.
  • Analyze programs and evaluates program goals to adjust or redefine objectives.
  • Execute full range of administrative and personnel management responsibilities for a staff of approximately 30 professional, technical and clerical employees.

  • Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
  • May be required to serve a one year Supervisory probation.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The work consists of desk work, along with considerable and recurring physical requirements such as carrying moderately heavy boxes, moving furniture short distances, or climbing ladders.
  • A pre-employment physical examination is required prior to appointment with yearly physical examinations thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. All Librarians must meet the basic requirement for professional education in library science or possess equivalent experience.
Basic Requirement for Supervisory Librarian:


Completion one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completing all work required for a bachelor's degree. (Note: You must submit a copy of your transcripts with your application.)

-OR-

A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (Note: You must submit a copy of your transcripts with your application.)

-AND-

In addition to meeting the basic requirement above, you must also meet the qualification requirement listed below:

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes leading, managing or directing a library or library system; planning, organizing, and/or leading the development and execution of library programs, projects, policies or procedures; and carrying out administrative activities of a library or library system concerned with budget, personnel, equipment, etc.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
