Duties

Help

As Director, Office of Acquisition Services, you will:

  • provide oversight to the overall fiscal and administrative management of the agency's acquisition program and contract awards to domestic and international organizations;
  • plan, manage, and coordinate the business related activities associated with the negotiation, award, and administration of contracts throughout CDC/ATSDR;
  • direct and coordinate the functions of subordinate managers and specialized staff in the management of acquisition services on policies, procedures, operations, data management, training, and performance functions;
  • provide senior leadership in the formulation of policies and decisions affecting numerous aspects of the agency's programmatic administrative operations;
  • develop, approve, and implement new or modified policies, procedures, and internal controls concerning acquisition and contract management and administration;
  • provide oversight for the acquisition and contract management process in accordance with provisions of federal statues, regulations, and policies prior to and after the award of the contract;
  • develop, review, and evaluate acquisition and contract management policies, procedures, and operations which contribute to the accomplishment of the agency's goals and objectives;
  • provide executive leadership and direction to senior executive staff regarding acquisition and contract management policies, plans, and operational guidelines;
  • serve as the advisor to all respective committees and groups and represent the agency at the HHS level to develop new and/or revised policies;
  • manage the planning, design, and execution of ongoing internal audits of contract administration;
  • represent and respond on behalf of the agency as necessary with regards to audits, Inspector General and Government Accountability Office reports involving CDC/ ASTDR acquisition and contract program services and activities.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

BASIC QUALIFICATIONS
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, applicants will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Also, these Exceptions apply to employees for SES-1102.

SPECIALIZED EXPERIENCE REQUIREMENT
You must have one year of specialized experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior managerial and leadership experience with coordinating the functions of subordinate managers and specialized staff in the management of acquisition policy/procedures, operations, data management, and program analysis of acquisition and contract management services.

Applicants currently with a Federal Acquisition Certification in Contracting (FAC-C) Level III or equivalent certification are considered to have met all mandatory training requirements for this announcement. A copy of your current FAC-C Level III or equivalent certification is requested for the application process. Applicants who are eligible for FAC-C Level III certification and/or can achieve Level III certification within twelve months from the date of appointment to this position will also be considered.

For FAC-C Level III certification equivalency, a current and valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is considered to be equivalent to a FAC-C at the same certification level.

Applicants selected for this position will be required to maintain the FAC-C Level III Certification which includes earning 80 continuous learning points every two years beginning with the date of certification to assure skills training is current every two years.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires that you have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Knowledge of federal statutes and regulations pertaining to the negotiation, award, and administration of acquisition and contract management services.

2. Extensive knowledge and senior management experience with fiscal and administrative management of acquisition and contract award processes, audits, and reporting requirements.

3. Demonstrated senior level experience with developing and implementing policies, procedures, and internal controls concerning acquisition and contract management.

4. Ability to build and maintain effective working relationships and partnerships with individuals and organizations on acquisition and contract management activities and requirements.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to being appointed to the position. If you are currently serving in a career SES appointment, eligible for reinstatement into the SES, or successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft ECQs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Additional information

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.

Security and Background Requirements
