Summary

The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is with the Department of Veterans Affairs Office of Information and Technology (OIT) and will be assigned to a pre-approved medical center, administrative office, field office, or support team. This program is designed to prepare the intern to assume the responsibilities of an IT Specialist.

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

*Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles:

  • 441 - Technical Support Specialist - Customer Service and Technical Support - Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components. (i.e., Master Incident Management Plan, when applicable). (Operate and Maintain)

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Work may require moderate physical activity associate with equipment repair and/or maintenance involving walking, stooping, climbing, and occasional lifting of computer equipment. The physical demands may also include the ability to operate manual tools used in equipment repair.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

Major Duties:
  • Diagnosing and resolving problems in response to customer reported incidents.
  • Writing, debugging, and maintaining code, and integrating hardware and software components.
  • Maintaining, monitoring, performance tuning, backup, and recovery of data.
  • Technical design and management of Internet services including troubleshooting and resolving problems with the design and delivery of Internet services and providing technical advice to Internet content providers.
  • Installing, testing and maintaining network operating systems software and monitoring network capacity and performance.
  • Assisting in budget preparation, workforce planning and management, and policy assessment and development.
  • Managing accounts, network rights and system access.
  • Consulting with customers to identify and specify requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2022.

You may qualify based on your education or experience as described below.

Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-07, you must have one (1) full year of graduate level study (or law school, as specified in qualification standards or individual occupational requirements) or a Bachelor's degree with Superior Academic Achievement (S.A.A.) (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies ACHS Home (achshonor.org). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience includes troubleshooting IT incidents; assisting with the installation and configuration of software applications; ensuring IT Help Desk tracking and asset information is accurate.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture.
