Help

As a Supervisory Geodesist, you will perform the following duties:

  • Provide authoritative leadership and program oversight for the National Geodetic Survey’s (NGS), Geosciences Research Division (GRD). Provide technical advice on geodetic applications and complex problems involving physical and space geodesy, precise positioning and remote sensing.
  • Supervise and manage a diverse scientific and technical workforce.
  • Manage program operations for scientific mission in support of defining, maintaining and providing access to the National Spatial Reference System.
  • Communicate the importance of geodetic products and services to Federal, state and local users of geospatial data, enhancing partnerships and increasing transferability of geodetic tools, methods, techniques and technologies.

Due to COVID-19, the agency is currently in an expanded telework posture. NOAA received notice of reintegration to occur on April 25, 2022.  As employees are permitted to return to the office, you will need to follow management’s guidelines on the expectation of reporting to the duty station listed on this announcement. You may be eligible to request to telework depending upon the terms of the agency’s telework policy.

This Position requires a Critical-Sensitive Clearance. This position must be able to obtain and maintain a Critical Sensitive security clearance to carry out duties requiring access to Top Secret documents and information systems, or meetings.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-5 is equivalent to the GS-15.

* A one year supervisory probationary period may be required.

* Payment of relocation expenses is not authorized.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1372 series:

EDUCATION:

A. Degree: geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus.

OR

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Implementing and managing geodetic programs, such as those researching current and future geometric and geopotential reference frames;
  • Managing geodetic projects in accordance with the scope, cost, and scheduled benefits;
  • Providing technical expertise and authoritative advice on geodesy and geodetic applications, services, and activities; and
  • Managing or leading a team of scientific professionals.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

Non-Competitive Reinstatement to a Higher Grade/Band than Previously Held MUST submit the following documents:

1.       SF-50, “Notification of Personnel Action: you must provide the most current Notification of Personnel Action (Form SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position. (do not submit an Award SF-50) AND, the SF-50 that verifies your separation date; AND.

2.       Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. Do not submit a performance plan that does not include this information.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
